Problem Identification:

When young people get involved in activities related to human rights and democracy, they often remain passive supporter rather than active decision- makers. Youth feels they have a limited role to play in the election and democracy. Rather than viewing themselves as major players with rights and responsible, they believe that the responsibility to bring about positive change and build democracy lies with their leaders. Low media literacy contributes to lack of access information, which hinders informed participation of the citizens in democratic process, particularly in the elections.

Project objectives

 Overall Objective:

Creating an enabling environment for a series of dialogue on development to Youth and the Commune /Sangkat councilors in Phnom Penh and in five provinces through the use

  • f ICT for effective participation in democratic process.

 Specific objective 1:

Youth and Commune/Sangkat councilors will have a better understanding on the right to access to information and able to use ICT tools for information sharing, social communication and for advocacy purpose.

 Specific objective 2:

The creation of open space for dialogue, debate, forum on election, for Youth, commune/sangkat councilors and other stakeholders.

 Specific objective 3:

A creation of information campaign through the use of ICT on elections, human rights, good governance and democracy related topic

Geography Area:

Geography areas: Phnom Penh, Battambang, Siem Riep, Kandal provinces for trainings dialogue, debate and social networking; the campaign will be

  • rganized in Kampong Chhnang and Kratie provinces. The reason why we

select the above mentioned geography area is that PP, BTB, SR and Kandal provinces are the place that have high density of population and have enough facilities: place for training/meeting, internet access, ect. Kompong Chhnang and Kratie located Youth Club partner of KYSD

Target Group:

Direct beneficiaries: 574 Youth of 30 universities and its branch in Phnom Penh (PP), Battambang (BTB), Siem Riep (SR), and 100 Youth Club members in Kompong Chhnang (KPChnang) and Kratie provinces. Those 574 youth will involve in ICT training and training on access to information, in dialogue, debate, campaign and join in social networking. 24 Commune councilors from 15 Sangkat of all 9 districts in Phnom Penh, 2 in Battambang, 2 in Siem Riep and 2 in Kandal provinces. They will be involved also in ICT training and training on access to information, in dialogue, debate and seminar. Indirect beneficiaries will be students in those 30 universities in Phnom Penh and its branch in the above mentioned provinces, and people live in commune /sangkat in the area of project intervention.

Project Activities:

There are three components in this project: Trainings, Dialogues on Democracy, and Democracy information campaign.

  • A. Training:

1)

2 Training on Right to Access to Information ( OI, API)

2 ICT training ( Cambodia News and OI)

2 IEC Training in PP (KYSD)

  • B. Dialogue on Democracy:

1)

2 Forums for Youth and Councilors to discuss on their role in promoting good governance, and participation in election process (OI).

2)

4 Awareness raising workshop on the use of ICT by Youth for better participation in Democracy process in Cambodia ((KYSD).

3)

TV Students debate on human right, democracy, good governance (PHD).

4)

14 Series of on Air Radio Show on Youth and citizen participation in democracy process (VOD), and rebroadcast in haft an hour.

5)

Student debate and radio talk show (live) in PP, BTB, and Siem Riep (PHD).

1 Seminar to publicize the result of discussion in forum and debates (OI)

Conducted 2 trainings on “Access to Information” by OI

Conducted 2 ICT trainings on 1-”Information dissemination through Information through Information, Communication, and Technology”, and 2-”Citizen Journalism” by OI

Conducted 2 IEC Training in PP (KYSD)

  • B. Dialogue on Democracy:

1)

2 Forums: 1- the first forum conducted on November 21, 2012 with the topic “Youth and the 2013 National Election”, 2-the second forum is today forum February 06, 2013 on the topic “Youth Role in Strengthening Local Development and Local Governance”

2)

4 Awareness raising workshop on the use of ICT ( 2 in PP, 1 in Kratie, 1 in Kampong Chhnang) by KYSD.

3)

Produced 3 TV Students debate shows broadcasted in TVK in late October, and early November 2012 by PHD.

4)

Produced 10 of 14 Series of on Air Radio Show on Youth and citizen participation in democracy process (VOD), and rebroadcast in haft an hour on FM 106.5 and 95.5 in Siem Reap.

5)

Conducted 2 seminars in Battembang and Siem Reap and produced 1 show (live) in PP.
