HOW IS AFFORDABLE ACHIEVED?

  • Homes can be sold at a discount of their open market value

with the discount % remaining with the home forever.

  • Sales prices can be linked to local incomes.
  • Homes can be rented at a reduction from open market rent.
  • People can part buy, part rent their home.
  • To achieve affordable prices you may need grant funding or

you could build some open market homes alongside the affordable homes to cross subsidise the project. As few as possible open market homes should be built and no more than 50% of the homes.

HOW IS FOREVER ACHIEVED?

  • The affordability and local connection criteria for each home

is written into a S.106 legal agreement.

  • In addition the CLT is the long term steward of each home.

Every time a home is re-let or sold the CLT ensures the new

  • ccupant meets the local connection criteria.
  • CLTS are currently protected from Right to Buy

CASE STUDY: BRIAR CLOSE, ST TEATH

  • Local developer obtained planning approval for 8 affordable and 4 open market

homes

  • Cornwall CLT advised on how to secure the homes for locals forever and helped

the developer with community consultation.

  • The developer built the 8 affordable homes for Cornwall CLT
  • Cornwall CLT sold all eight homes for 56% of open market value; two bed

bungalows for £110,000 and three bed dormer bungalows for £132,000.

  • Each time these homes are sold the owner is obliged to sell them for no more

than 56% of their new open market value and Cornwall CLT has to verify that the new owner meets the local eligibility criteria and is purchasing at the correct price.

CASE STUDY: RAME, WENDRON

  • Cornwall CLT established a housing working party with the Parish Council.
  • Cornwall CLT obtained planning approval for 16 affordable homes with

the design and tenure influenced by the Housing Working Party.

  • Cornwall CLT has purchased the site and leased it to a housing

association who will now build and manage the homes.

  • Cornwall CLT will be the long term steward on the local communities

behalf

  • The Parish Council are taking responsibility for the Public Open Space

CLTs in Cornwall have helped to deliver 236 homes in Cornwall in the last 10 years and we now have the opportunity to build many more.
