Purpose of Our Meeting ● Timely and meaningful consultation between public and nonpublic personnel in order to identify and meet the needs of eligible students ● Plan for meeting the needs of qualifying students through federally funded programs ● Define services for eligible students ● Provide time and technical support for completion of DESE required forms ● Inform nonpublic schools of their allocated Title I and Title II funds

Purpose of Title I.A Funding & Programming … to serve as an early intervention and academic support for economically deprived students who might otherwise be at risk of performing below grade level in reading during the school year. August-September: Nonpublic schools determine economic deprivation counts for their school. 2. September 15, 2020: Nonpublic school administrators attend Rockwood's Fall Consultation and Participation Meeting and Luncheon. 3. September 15 or earlier: Eligible Nonpublic schools refer eligible students, by submitting one Master Eligibility form with the Individual Title I Student referral form completed for each student . 4. September: Nonpublic schools submit registration data to Rockwood prior to registering with DESE. 5. September-October: Rockwood reviews nonpublic registration data and notifies nonpublic schools of corrections. 6. October-November: Nonpublic schools register with DESE, reporting the economic deprivation counts determined in August-September. (Economic deprivation counts reported during the October-November registration are used when determining eligibility for the following school year.) 7. December 1-February 28: Verification by LEA of registration data submitted by nonpublic schools. 8. April 23, 2021: Nonpublic school administrators attend Rockwood's Spring Consultation and Participation Meeting and Luncheon. 9. May-June: Rockwood determines Title I.A served public schools for the following school year. 10. June: Rockwood announces Title I.A served schools and which Nonpublic schools are eligible for services for the following school year.

Nonpublic Registration Each October, Nonpublic schools register with DESE Find Nonpublic Registration Information on the DESE website, here: http://dese.mo.gov/quality-schools/federal-programs/nonpublic Districts are now required to verify the data entered, so you will be asked for enrollment documentation. PLEASE call Stefanie Steffan if you need any assistance! Title I.A Funding is Based on Economic Deprivation Counts Prior to registering with DESE in October, deprivation counts are determined by Nonpublic schools. There are 5 methods available for nonpublic schools to determine Economic Deprivation 1. Free and Reduced Lunch Count or same measure collected through a survey 2. Extrapolated method 3. Low-income percentage - Rockwood economic deprivation percentages are automatically applied to Nonpublic population during registration. 4. An equated measure of low income 5. Comparable poverty data from a different source. *The public school, after consultation with the nonpublic school, shall have the final authority to decide with method is used. DESE’s explanation of each method can be found here: https://dese.mo.gov/sites/default/files/qs-fc-Nonpublic-Low-Income-and-Residential-Verification-2020.pdf Option #1 must be used if you participate in the free and reduced lunch program.

Title I.A Student Eligibility Overview Student Eligibility for Title I.A Services Summary Attend a nonpublic school that reported students in deprivation who live within the attendance area boundaries of a Rockwood School District designated Title I.A served school. And… The student must reside within the boundaries of a Rockwood Title 1 school. Rockwood’s 20-21 Title I.A Schools will be announced in June Title I.A Guidelines ● Nonpublic schools can determine what need or needs they want to target. The need must be based on data. ● The nonpublic school can define their own eligibility criteria for determining who receives services, but the student must reside within the boundaries of a Rockwood Title I.A served school. ● The nonpublic school will contact Rockwood with their tutoring needs and Stacey Evans will match tutors to students.

  7. Title I.A Guidelines continued ● Nonpublic schools can use Title I.A funds for professional development for classroom teachers who have a qualifying Title I.A student in their class (who is receiving services). ● Supplies purchased with Title I funds may be used only by Title I students in the Title I program *Contact Stefanie Steffan Title I.A Student Eligibility Overview Student Eligibility for Title I.A Services Summary (continued) Note: Poverty is NOT the criteria for specific student eligibility, although poverty data does determine the school where the student must be a resident in order to receive Title I Reading Tutoring. Rockwood uses the information reported by the nonpublic schools during the annual Fall registration with DESE.

  8. Allocation of Nonpublic Funds The Every Student Succeeds Act (ESSA) requires the Missouri Department of Elementary and Secondary Education (DESE) to provide notice to nonpublic school officials of the allocation of funds for educational services and other benefits that the local educational agencies (LEAs) have determined are available for eligible nonpublic school children. Allocations are determined on a formula basis and differ by program based on data entered by nonpublic administrators in the nonpublic registration form. All allocations are available for you to view on our nonpublic website. With the exception of Title II, Rockwood uses these funds to provide equitable instructional services.
