What is a Community Improvement Plan ?
Community Improvement Project Area An area within a municipality which in the opinion of the Council is desirable [for improvement] because of age, dilapidation, overcrowding, faulty arrangement, unsuitability of buildings or for any other environmental, social or community economic development reason. So…. A Community Improvement Plan (CIP) is a plan for the community improvement of a community improvement project area.
What Does the Planning Act Tell Us?
Powers available to City for community improvement purposes:
- Designating a community improvement project area
- Acquiring, holding, clearing, or otherwise preparing
land for community improvement
- Constructing, repairing, rehabilitating or improving
buildings on municipal land
- Selling, leasing or otherwise disposing of municipal land
- Providing grants and/or loans to property owners
within to pay for identified eligible costs
- Providing property tax assistance for environmental
remediation purposes

Main Streets are some of London’s most cherished historical business areas and the focal point of the neighbourhood. Urban regeneration efforts will be directed to historic Main Streets as appropriate to sustain and enhance them.

What Does SWAP Tell Us About Community Structure?
What is a “Vision”
A “Vision” for a CIP is a long-term strategic statement that identifies how the community, including property owners, business owners, and residents, wants their area to look, feel and function. The establishment of a Vision is a critical component of the CIP process because it provides the overarching long- term foundation that directs the public realm improvements and incentive programs that form the CIP.
A Competitive Place to Work and Invest Maintain and enhance the unique attributes of Lambeth Main Street as a walkable mixed-use area Community Structure Plan the function and feel of Main Street Lambeth as a pedestrian oriented mixed-use village shall be maintained and enhanced as a focal area for the Community; and On-Street Parking in the Lambeth Village Core The use of on-street parking opportunities, shall be incorporated into the design of the public right-of-way in the Lambeth Village Core

Objectives to Create the CIP Vision
Proposed Objectives of the Lambeth CIP:
- 1. Maintain and enhance its real and authentic feel,
heritage and character
- 2. Foster a broad range of uses and activities on Main
Street and Colonel Talbot Road that activate the these areas at all times throughout the day and the year
- 3. Create a strong visual and physical relationship with
the Dingman Creek and celebrate it as a significant river and ravine corridor
- 4. Introduce more pedestrian and cycling friendly routes
and facilities
Objectives to Create the CIP Vision
Proposed Objectives of the CIP:
- 5. Develop great streetscapes with a visually interesting,
accessible and clean public realm
- 6. Provide more parking opportunities to encourage
people to get out of their cars and enjoy the commercial core
- 7. Improve connections with the City of London, in
particular those areas within the Southwest Area Secondary Plan
- 8. Offer a range of parks and recreation amenities
Proposed CIP Vision Statement
Consistent with the Southwest Area Secondary Plan and Based on consultation with the community and the critical needs for Lambeth CIP Area, the following statement establishes the long-term vision for community improvement activities: By 2035 the Lambeth CIP Area will be well-known for its history, which comes alive through the charming historic main street, unique shops and services, the Dingman Creek and the renowned harvest festival.
