General Program Requirements

– Programs are not retroactive – Non-owners can apply for applicable programs with owner’s consent – Proposed works must conform with Urban Design Guidelines – City staff may inspect property before, during and after works are completed – If incentive application approved, City may require applicant enter into an agreement with City that governs the terms of the incentive – City reserves right to audit cost of any and all works – If applicant in default of any program requirements, City may delay, reduce or cancel payment of the incentive

1) Commercial and Mixed Use Facade and Building Grant Program

– (Available in Target Areas 1 and 3 to commercial and mixed use

(commercial/residential) buildings. Only the commercial use component is eligible for interior works component of grant.

– Matching grant - 50% of cost of eligible facade and storefront improvement/ restoration works, and interior/exterior building maintenance/improvement works – Maximum grant for eligible storefront/ front facade improvement works = $15,000 – Maximum grant for eligible interior/exterior building works = $10,000 – Total maximum grant of $25,000 – Maximum grant can be increased by up to $10,000 at discretion of Council for:

a) rear and/or side facade improvement/restoration works for properties whose side and/or rear facades are highly visible from Sandwich Street; and, b) properties designated under the Ontario Heritage Act

– All works including facade improvements must conform to City approved Urban Design Guidelines

2) Property Investment Grant Program (tax-increment based)

– (Available in Target Areas 1, 2 and 3)

– Grant = 70% of municipal tax increase resulting from project for up to:

10 years in Target Area 1 5 years in Target Areas 2 and 3

– Eligible projects = rehabilitation, expansion, additions to, or redevelopment of existing buildings and new infill construction on vacant lots that result in an increase in assessed value and property taxes as follows:

Commercial or mixed uses in Target Area 1; Permitted non-industrial uses in Target Area 2 north of Brock Street only; Residential, commercial or mixed uses in Target Area 3;

– Grant paid annually once project complete, property has been reassessed and new property taxes paid. – Grant payments cease when total grant equals cost of rehabilitation/ redevelopment project, or after 5 or 10 years (depending on project area), whichever comes first.
