PURPOSE OF THE MATS BASIC TOWER CLIMBING & RESCUE SCHEME Why have MATS/Energy & Utility Skills built the scheme? • Supports MATS in developing an industry wide approach to H&S training and assessment • Enables industry wide standards to be used to underpin training and assessment • Creates a formal registration approach for individuals for the first time through EUSR • Enables a third party (Energy & Utility Skills) to develop an independent industry approach 30/04/2019 7

SCHEME OVERVIEW • The Basic Tower Climbing & Rescue specification clearly sets out the knowledge, understanding and skills required to climb towers and masts competently and safely • The Basic Tower Climbing & Rescue scheme consists of 2 parts: 1. Initial 3-day training programme which covers: • knowledge requirements e.g. legislation, health & safety etc • how relevant industry equipment is used • practical tower climbing & rescue activities • assessment – via knowledge testing and practical climbing & rescue activity 2. Mandatory 1-day renewal programme which: • updates on legislation, health & safety & equipment used • focuses on practical tower climbing & rescue activities • Identifies relevant assessment – via knowledge testing and practical climbing & rescue activity 30/04/2019 8

REGISTRATION • EUSR registration is for 1 year and is achieved through successful completion of initial training and assessment (3 day course) • Registration includes individual entry onto the EUSR Register and the issue of a card • An approved provider will submit to EUSR registrations for successful individuals • Renewal of registration is annual and is achieved through successful completion of renewal training and assessment (1 day course) • EUSR registrations are available online within 72 hours of us receiving completed application requests • Individuals’ EUSR registrations can be viewed online 24/7 at www.eusr@euskills.co.uk • Allows employers to view cards prior to permitting individuals to climb • Also provides employers with the opportunity to check that employees and contractors have received the relevant training 30/04/2019 9

QUALITY MONITORING ACTIVITIES • To ensure that our Approved Providers continue to meet the requirements with both Provider & Scheme approval we carry out quality monitoring activities known as audits • These are scheduled on a risk basis • They can be undertaken either as desktop reviews or visits • Conducted at least every 12 months • Technical experts will be used to provide advice and guidance around these activities 30/04/2019 10

SCHEME IMPLEMENTATION PLAN • 01 May 2019 – Training providers may submit their applications to Energy & Utility Skills for Provider Approval and Programme Approval • From 01 May 2019 to 31 December 2019 - Energy & Utility Skills will complete the approval process for providers of the scheme • 31 December 2019 – MATS-approved/Arqiva–approved training programmes no longer recognised • 01 January 2020 - MATS Basic Tower Climbing & Rescue Scheme goes live for registrations for all Approved Providers 30/04/2019 12

What is a Trailblazer Apprenticeship? • The Government has committed to funding over 3 million apprenticeships in England by 2020 • A Trailblazer apprenticeship is made up of a group of employers who work together to design new apprenticeship standards for occupations within their sectors • Apprenticeships are funded in 2 ways: – Levy - Employers with an annual pay bill of over 3 million pays into a digital account which covers the cost of apprenticeship training – Co-Investment – 5% investment for non-levy employers or levy employers who have used all the funds from their digital account www.matsgroup.info

Wireless Communications Rigger • Covers the skills, training and competency a Rigging Engineer is expected to acquire over an 18 month period • Level 2, 18 month Standard • Entrants must be a minimum of 18 years old • The Standard is subdivided into 3 elements covering the following criteria: – Health, Safety and Environment – Technical Skills (antenna installation) – Rigging and Working at Height www.matsgroup.info
