  2. Litter Prevention Flagstaff is challenged with litter. Two City Programs are tasked with addressing litter accumulation. Community Stewards: The Community Stewards Program engages Flagstaff residents to become active stewards of the community. Code Enforcement: The Community Code Compliance Program is tasked with upholding and ensuring that all City Codes are complied with and followed. 2

  3. Community Stewards Program Goals - Promote a sense of stewardship and commitment to our public spaces. - Promote and educate the public on the benefits of maintaining a clean and beautiful community. 3

  4. Community Stewards Program The Program relies on volunteers to keep our neighborhoods, trails, parks, and streets litter-free. Volunteers include businesses, individuals, organizations, and NAU student groups. 4

  5. Community Stewards Program During FY2017 Stewards: • Adopted 186 trails and avenues out of 198 • Cleaned up 111 miles of trails and avenues • Collected over 900 bags of trash and recycling • 1,538 volunteers donated 3,197 hours of their time to pick up trash 5

  6. Community Stewards Program Annual Community Clean-ups • Flagstaff 15 Minute Makeover • Make a Difference Day • Great Pine Cone Drop • MLK Day of Service • Earth Day Group Clean-ups • Average of 6 per year 6

  7. Community Code Compliance • Ensure that City Codes are upheld and complied with • Goal is voluntary compliance • Educate the public through outreach efforts • 3 Staff (Manager and 2 Code Compliance Officers) • Volunteers, Community Service Workers and Adult Probation Work Crew assist with litter and graffiti clean-ups • 300 Litter cases of the 1,862 total cases in 2017 • Developing Citation process for chronic violators 7

  8. Challenges with Litter Abatement • Identifying private property owners for properties in violation • High tenant turnover • Identify plan to educate occupants • Flagstaff is naturally very windy • “Hot spot” jurisdiction • Staff time to coordinate regular “hot spot” clean– up events 8

  9. Immediate Opportunities • Implement a litter reduction marketing campaign • Increase community wide clean- up efforts • Train Solid Waste drivers to reduce fly-away debris when hauling • Utilize City/NAU Liaison to educate student population on City code 9

  10. Opportunities for Consideration • Explore possibility of Environmental Court • Develop citation process for repeat offenders • Explore program to empower people living with homelessness, hiring them as day labor to help with litter clean – up and beautification projects 10
