INTRODUCTION

City of Derry Rugby Club is proposing to redevelop its existing 32 acre site at Judges Road to establish a regional centre for sport, wellbeing and excellence The proposal is a multi sport initiative and also includes a range of community, health, educational provision. We are here to outline our approach to secure funding necessary to make this happen and what support we hope to secure from Derry City and Strabane District Council

CONTEXT

Recognition of the need to change how the club operates in order to ensure its long term sustainability (attracting players and generating income) Initial plans were reasonably modest until the club began to consult and engage with a range of other partners (SEUPB, Ulster University, WHSCT, Ulster Rugby as well as DCSDC officials and politicians) Club began to develop plans aligned to a range of local, regional and national priorities/developments

STATE OF READINESS

Security of Tenure – site owned by the club Planning Permission – PAD/PAN process commencing in 2016 Costs/Technical Drawings and Financial Plans – Provided by Architect and QS team Management and Ongoing revenue model – site to be leased to a newly established community interest company (not for profit). Directors on the company will comprise key partner organisations and stakeholders to ensure public access and high quality management & operating processes. Need to secure revenue commitments from partners Next Step = secure funding

PARTNERS

Donegal County Board: Identified a need for synthetic sports pitches to support member clubs, particularly those from Inishowen – Letterkenny. Ulster Rugby: Supportive of the development and prepared to deliver coach education initiatives as well as strength and conditioning programmes for north west based athletes on site. Will also work with City of Derry RFC to implement club development processes WHSCT: Gransha site is located next to Judges Road and the development of Stradreagh roundabout and new access roads impact both sites. Potential to connect the site through walking/cycling trails and to hire space for the delivery of health improvement initiatives Ulster University: Currently exploring sporting requirements as part of the expansion of the Magee campus. Recognition that they will not be able to cater for their sporting needs in the city centre and are exploring alternative options. NWRC: Currently reviewing its external sites (Northside and Waterside). Not enough space on the main campus and have a need for additional space for sports based activity. OUR VISION AND OBJECTIVES

Vision To connect communities from across the North West, building better relationships, improving health & wellbeing, enhancing social interaction & education through the medium of sport Objectives v To establish the site at Judges Road as an inclusive shared space, capable of hosting a wide variety of sports and therefore attracting people from a wide variety of backgrounds v To provide opportunities for sustained and meaningful contact between people from different communities in NI and ROI through the medium of sport v To contribute strategically to local, regional and national strategy to enhance the accessibility and impact of the facility v To combine sporting, educational and social opportunities to encourage and sustain active participation from the most underrepresented sections of our community v To ensure environmental and financial sustainability in the design, management and operation

FUNDING THE PROJECT

Option 1: Peace IV (Preferred Option) Peace IV Capital Shared Spaces Programme on 18th October. This fund will cover 100% of the project costs and can therefore fund the project in its entirety Option 2: Phased Approach 1.Phase 1 – community, health and wellbeing building & perimeter trail: funded by the Rural Development Programme. Judges road currently sits outside the RDP boundary but argument that this element of the project will benefit Strathfoyle residents (applications due in Jan/Feb 2017) 2.Phase 2 - Indoor Arena: potential partnership with Derry City and Strabane District Council as part of their playing pitches strategy (indoor arena identified as number 1 priority for the council area) 3.Phase 3 – Outdoor synthetic and grass pitches, changing provision and lighting: funded by Sport NI multi facility fund due to open in 2017 Other potential funds include: 1.Sub Regional Stadia Round 2 – DoC proposing a further round of money which would see £10,000,000 each allocated to soccer, GAA and Rugby 2.Social Investment Fund Round 2 – early discussions about a further round of SIF

PRE CAPITAL DEVELOPMENT Advice, guidance and support to refine plans and achieve state of readiness, as well as development of social enterprise Endorsement to strengthen funding bids (letters or statements of support) POST CAPITAL DEVELOPMENT Engagement as a project partner/participant on the CIC Support to become self sufficient Ongoing advice & guidance to assist facility to link strategically to large events (i.e. Waterside Half Marathon, Cycle Lane, Walled City Marathon, Foyle Cup, Rugby World Cup)
