than USD 65 Billion (Rs. 4.05 lakh crore). In real terms, an increase

The Average Annual GDP growth rate of Delhi is about 10% during the last one decade against 8% on All India basis. The contribution of Delhi towards National GDP is 3.8% in 2013-14 with Population share of just 1.4%. The Per Capita Income of Delhi is 2.94 times that of India.

Advantage Delhi : Heritage and Tourism Delhi is a city that bridges two different worlds - old and new. It is an amalgam of several historical cities. varied expressions of tangible and intangible, natural and man made, heritage with over 1200 buildings of archaeological, historical and architectural importance. Delhi is one of the most historic capitals in the world, Delhi has Qutub Minar, Red Fort and Humayun Tomb which are listed as UNESCO World Heritage Sites. - no. of hospital beds are 42,698 which includes 24,484 beds in
Govt./Public Sector Institutions and 18,214 beds in Private Sector Institutions. 8,152 new beds are required to be added in Govt. hospitals and 6150 beds by Private Sector hospitals. To achieve this more private Sector participation is required in health infrastructure in Delhi. DDA will have to allocate adequate and suitable sites both for Govt. and Private Sector hospitals, failing which it will be difficult to add more number of new beds. - Receipt of application for new registration is on line
- PAN verification is done by the tax authorities is on line
- Registration No. is granted is online immediately after PAN
verification.
- Post verification by VAT representatives is done within 15 days.
Shops and Establishment Registration The registration is done on the basis of self certification for which no documentary proof is required. Permission has also been granted under Section 15 and 16 of the Delhi Shop and Establishment Act, 1954 for opening the establishments up to 11 pm and many shops and convenience stores are permitted to remain open 24 hours on a need basis.
Advantage Delhi: Construction Permit NOC from Tree Authority The application for cutting of trees has to be filed manually along with the required documents. Permission is granted by different authorities depending upon the number of trees to be removed. If the area from where trees are to be cut is more than area one hectare then approval of the L.G. is required. Forest Department has agreed to bring the process of application of tree cutting online. NOC from Delhi Fire Services Applicant apply to the local municipal authority along with the copy
- f the building plan which is sent to the Delhi Fire Service. After
physical inspection of premises by the Fire Service, NOC is granted. DFS would be hiring a consultant to work out the modalities for transmission of building plans etc. from the municipal corporations to the Fire Department online, at the earliest. The possibility of integrating the municipal corporation soft ware with that of the DFS will also be explored.
Advantage Delhi: Building Plan Building Plan Online sanction of building plans (OBPS) has been introduced in all the 12 zones of the municipal corporations. The applicant can file the building plan application online through the empanelled architect. The system allows the payment of the processing fee online. The sanction of plan is done online generally within the prescribed period
- f one week. The status of applicant is available in real time. The
- wner has to however submit the hard copy of affidavit and
- wnership and requisite NOCs.
At present the online facility is available in industrial plots, notified mixed land used roads and notified commercial roads. The Municipal Corporations are also in the process of preparing the following modules: Completion Certificate, Additional /alt plans, Flatted Factories and Institutional Buildings. Up to now 785 architects are empanelled and more than 13,000 building plans have been sanctioned successfully.

Timelines for the various stages starting from the receipt of application and energising the connection have been prescribed. The connection is energised within a period of one month on receipt

Registration of Documents
A citizen may procure e-stamp from Stockholding Corporation of India Limited (SHCIL) or 100 designated branches of six nationalised banks authorized for this purpose. Following facilities are available/being made available:
- On line appointments for registration thereby reducing the waiting time.
- Same day delivery of the registered document or refusal order or
impoundment order to the executants.
- On line availability of downloadable PDF formats of various types of
instruments and FAQs at the website of Revenue Department to enable the executants and to minimize exploitation by the middle men. In order to make it more public friendly, inclusion of Web Services for e-stamp data and SMS Services whereby applicant be informed, are also being included.
- Facilitation centre has also been set up in the SR offices to help the public.
- To know the stamp duty on various instruments, e- calculation programme
has been prepared.
- Web- based software for issuing registration fee receipt for payment of
Registration fee, which as present is being paid in cash or through DD/ Pay
- rder.
- Scanning of all the registered documents so that Sale deed/ Gift deed
documents are made available in public domain.

Advantage Delhi: Payment of Tax Payment of Tax VAT The tax amount to be paid by a payment receipt (Challan) which can be downloaded online and payment can be made
- nline or through an authorized bank.
CST Similar procedure as that of VAT above is followed. Property Tax It is collected by local bodies through their online portal. The property owner can calculate the tax to be paid by going to website of the municipal corporation and then make online payment.
Time Bound Delivery of Service
- For delivery services of Government of NCT of Delhi is
implementing electronic Service Level Agreement (e-SLA) by providing time lines under the Delhi Right to Citizen to Time Bound Delivery of Services Act, 2011.
- This would ensure that service being provided to the citizens of
Delhi is enforced through the contractual agreement with the service provider.
- A total of 116 services have been included.
- More services are going to be added shortly.

To address procedural complexities of litigation in courts, recourse can be had to arbitration where the procedure is not that rigid and complex. Delhi has various avenues for institutional arbitration in Delhi. Delhi also has adequate Alternate Dispute Resolution setup. Government

which provides pre-litigation and post-litigation mediation services. The Delhi High Court has established a Delhi High Court Mediation and Conciliation Centre at the Delhi High Court and various other Mediation Centres at District Courts in Delhi. Mechanism for non-payment To sort out the grievances of Micro Small & Medium Enterprises (MSME) entrepreneurs and their disputes with the vendors, Micro and Small Enterprises Facilitation Council has been set up in Delhi under the MSME Development Act, 2006.

Review of the Master Plan for Delhi -2021 (MPD -2021) has been carried out based on Government of NCT of Delhi suggested amendments in the MPD-2021which are in line with the provisions of the pronounced Industrial Policy.
