Why are we changing?

  • The UK private security industry is large and growing
  • The SIA licensing operation consistently meets and beats our target turnaround times from the

point of application to the granting of a licence

  • The private security industry is largely regulation compliant (98% of people carrying out

licensable activity are found to be correctly licensed). Despite the industry being largely compliant, challenges remain such as the industry’s association with organised crime. Although small in scale, almost every example presents a risk to the integrity of the licensing regime. We work closely with the National Crime Agency, the police, HMRC, Home Office Immigration Enforcement and other agencies to identify, prosecute

  • r disrupt criminals associated with the private security industry. This includes a number of

recent successes when significant contracts or sums of money have been taken from offending businesses and individuals through employing asset confiscation legislation. 2

So why change?

3 ‘Digital by default’ is government policy. Our processes relied largely on paper applications which slow the application process down, are harder to manage and regulate, and are old fashioned. Technology has moved on significantly since the current platform was

  • developed. We listened to

the industry and are using the opportunity to build in new functionality and efficiencies. We want to regulate the industry through good businesses and the changes reflect this aspiration.

Our vision is to create and maintain ‘A private security industry so professional and respected that it needs minimal intervention’. But what does passing responsibility to the industry mean?

  • This is not about passing our cost or work onto businesses
  • Many businesses already perform stringent identity checks and then we repeat

them! We want to trust certain businesses to manage their own identity checks which in turn will streamline our processes

  • We want to share more information with trusted businesses e.g. when we revoke

a licence

  • Over 800 businesses are already part of the Approved Contractor Scheme (ACS)

with a further 8-10 businesses (mostly micro and small) joining each month. They have achieved that standard, what else can we trust them with? The proposal is to offer two new services (Licence Management and Licence Assist) which are available to approved contractors

  • We want to encourage non ACS businesses to consider becoming approved

contractors so that they can access Licence Management or Licence Assist

  • The decision to restrict some services to approved contractors is consistent with
  • ur drive to raise standards and will hopefully encourage non ACS businesses to

become part of the ACS

  • The changes outlined in this presentation are the beginning. We will continue to

work with the private security industry to identify further opportunities to use our new technology to the benefit of both the regulator and the industry.

What are the changes?

  • The facility to submit bulk paper applications will not be available once the new

services go live

  • The introduction of individual and business self-service online accounts will

replace the telephone renewal facility that will not be available once the new services go live

  • Thereafter all new licence applications and renewals will be made online
  • There will be a small number of exceptions that will be allowed to either not use

an online account or submit an application without having to go to a post office to verify identity. More information concerning exceptions is available on our website at ‘Changes to Licensing’.

Who will the changes affect?

The changes will affect individuals and businesses in different ways:

Individuals

  • All individuals (regardless of whether they work for a business using one of our new

services) will need to create a personal online account.

  • Individuals will be invited through their personal online accounts to consent to link to

employers paying for their licence. ACS Businesses

  • ACS businesses currently using the bulk application service will lose this service but will

have the opportunity to use the Licence Assist, Licence Management or Licence Pay Only functionality.

  • Businesses wanting to use Licence Pay Only or the Licence Status Checker will need to

create a business online account.

  • Approved contractors choosing to use Licence Assist will be able to submit applications on

behalf of individuals but the individual will still have to go to a post office for identity verification.

  • Approved contractors choosing not to use Licence Assist will not be able to submit

applications on behalf of employees but could still use Licence Pay Only.

  • The new Licence Management service will initially only be available to the nine approved

contractor pilot businesses although we are already looking at identifying the next tranche

  • f approved contractors to use Licence Management.

Other Organisations

  • Training providers, charities, and non ACS organisations currently submitting bulk

applications or ‘pay on behalf of’ will lose these services but may then use the new Licence Pay Only service.

  • These organisations will not be able to make an application on behalf of individuals as they

have previously but they will be able to assist with online applications.

Please note, these services are all free of charge and voluntary. They have been created to help address the needs of the industry.

New tools for all businesses

  • Licence Pay Only has been developed for those businesses/organisations that are assisting

the individual in the payment of the licence . You will be able to pay the licence fee on behalf

  • f a licence applicant once they have submitted their application online.
  • The Licence Status Checker takes live data from the public register of licence holders. The

Licence Status Checker will enable anyone to develop a customised list of individuals to check or monitor the status of specific licences. This will be useful for police or local authority partners or, perhaps, venues who want to check ‘at a glance’ that their contracted door supervisors are licensed. Approved contractors will benefit from two new services: Licence Assist and Licence Management.

  • Licence Assist will allow you to complete and pay for applications on behalf of your staff.

Your business self-service online account will inform you when we grant a licence to one of your staff.

  • Licence Management will, in addition to having the benefits of Licence Assist, allow you to

carry out and endorse identity checks for new applicants without the need for them to go to a post office. This provides businesses with the ability to update an employee’s details on their behalf. Businesses using Licence Management will need to meet performance criteria over and above those required by our Approved Contractor Scheme, pass an assessment including a Code of Connection (IT security) and sign a partnership agreement with the SIA. The initial qualifying assessment will be conducted by us at no cost to the business. Thereafter, the assessment will be built into the routine ACS assessment process.

Benefits of using these new ACS services

  • Have greater

involvement with an individuals online account during the application process.

It will be easier for individuals to:

  • Give consent to share

their licence account information with their employer via secure process

  • Apply for or renew a

licence – because their employer will do this

  • n their behalf
  • Monitor the progress of

their licence application and keep personal details up to date.

Will receive all the benefits of Licence Assist, as well as:

  • The ability to verify the identity of licence applicants saving

time and effort in going to a post office for this service

  • Licence Management provides businesses with lifecycle

access to the licences of linked staff, allowing them to update changes to circumstances (e.g. new address) ensuring no delay on renewal

  • Greater control around the timeliness of the licensing

application process; easier to plan the resourcing of contracts; less opportunity for disorganised staff to make your life hard!

  • Immediate notification of changes to a licence status e.g.

revocation, avoiding reputational embarrassment

  • Account management support.

How do you set up an individual

  • nline account?

If you have previously held a licence… New Individual…

When registering for an account on the self–service website: Select ‘known to the SIA’ and register your new user name and password. Select ‘Register for a personal account’ and register your new user name and password. We will automatically check your details to see if you have previously held a licence. If you have a licence number or application number to hand, you will be able to provide these to help us match your information. Go on line to www.sia.homeoffice.gov.uk/apply Select ‘individual registration request’ and then ‘new to the SIA’ Select ‘Register for a personal account’ and register your new user name and password. If we are able to match your details, you will be presented with three security questions to confirm your identity. Users will be asked for three out of the five following pieces of information:

  • National insurance number
  • Driving licence number
  • Passport number
  • Mother’s maiden name
  • Town of birth

You will be required to record the following information to verify that we do not already hold any information for you:

  • Full name
  • Create a user name and password
  • Your email address
  • Respond to security questions
  • Date of birth

Validation of the above will enable a match and you will only need to update information that has changed at the point of renewal or application for additional licences. Registration complete. Registration complete.

How do you set up a business

  • nline account?

Go to our website at: www.sia.homeoffice.gov.uk Record the details of the company super user. The super user is the named person within the business who has system access and permission to manage the business

  • account. They will need to provide:

 Full name  Username and password  Email address  Security questions.

The super user will then complete:

  • Company name and address
  • Company email address
  • Company website address
  • Select either Licence Pay Only or Licence Status Checker
  • For Licence Assist select Licence Pay Only and make an upgrade request to the SIA for

Licence Assist

  • We will confirm when the SIA registration is completed.

The Process of ‘Linking’

Linking is the online process that allows a business to link their business account to an individual's account. This process includes the individual providing consent to allow the business to act on their behalf. The process for this is:

  • Businesses will invite employees to link to them by sending a link to the individual

through the online business account

  • Individuals will access the invitation to link to a business through their self service
  • nline account
  • Individuals must agree to consent to being linked to the business
  • Either party, individual or business, may de-link to their respective counter-part at any

time

  • If either party de-link, the other is automatically notified by email.

Cards will be replaced as existing licences expire The changes include:

  • Increased photograph size
  • Introduction of a holographic overlay on

picture (similar to a driving licence) which is visible when tilted at the right angle

  • Removal of chip
  • Introduction of new security measures

making the card harder to copy

  • There are additional features on the back

and front including UV, micro text and engraving

  • On the reverse of the card there is a

barcode which through a QR code reader will take the holder to useful information such as licence conditions.

Getting Ready: For individuals

What should I do now?

  • Until the services go live, continue to submit applications in the usual way
  • Ensure you have a valid email address set up
  • Visit the Post Office website and use their ‘Branch Finder’ to identify your nearest branch

that provides the ‘SIA Licence Application’ service to verify identity, photograph and take payment for your licence application

  • Visit the new ‘Changes to Licensing’ section on the SIA website for more information on the

changes

  • Speak to your employer for more information

What can I do when the self-service website is open for registration?

  • First time applicant: register by creating an online account
  • If you have previously held a licence: register verifying identity by answering security

questions; licence details will automatically be linked to your new account 18

Getting Ready: For businesses

What should we do now?

  • Support your staff by referring them to the ‘Changes to Licensing section’ of the SIA website

  • Encourage your staff to get an email address so that they are ready to set up an SIA personal
  • nline account when the services are live
  • Begin to consider the changes you need to make to your existing business processes -

especially if this means your staff will have to go to a post office for the first time

  • Begin to consider which of the new services you may want to use
  • Consider becoming an approved contractor if Licence Assist or Licence Management is

attractive to your business

  • Help us reduce routine calls into our contact centre. We receive an average of five calls per

application asking for info that is available on our website. This takes up valuable time for our staff better used on complex enquiries. Please direct your staff with licensing queries to our website first. What can I do when the self-service website is open for registration?

  • Set up an online business self-service account
  • Encourage your staff to set up an online personal self-service account.
