Vision sets out the Strategy of The Royal Parks The vision of this project is intend to ensure that it provides a quality environment for play, young people’s social behaviour and informal play activities for children of Cetinje, and to satisfy the growing shortage of unique places as Natural and heritage place in Cetinje – a growing emphasis on tourism . Conserve and enhance the natural and built environment, historic landscape and bio-diversity of the parks for the benefit of our diverse audiences and future generations. Analysis and evaluation of the historical and current state of the parks, with conservation requirements through the elements of architecture, landscape architecture, according to their basic organizations (French and English manners) results in two main Themes: The Njegos / Royal Park - quietness and tranquillity relaxation, meditation The Park of 13 July - meetings, communication, entertainment , sports 2

Montenegro & Old Royal Cetinje The Old Royal Cetinje Montenegro's capital city from the 15th century until 1946 is an important cultural, religious and historical centre for Montenegrins, with harmonious architecture, best observed in its museums that are amongst the richest in the country. The beautiful Old Royal Cetinje is fast emerging as the Montenegro heritage and cultural centre, due to its Universities of Art, Drama and Music. For the first time two town parks were built, near King Nikolas palace, in the period between 1891.-1984. They were shaped in a way that, even today, they represent the most important projects when it comes to landscape architecture The Njegos Park and the Park of 13 July, in addition to the Bishop’s Garden, Summer Theatre, the Old Stadium and the slopes of Orlov krs, constitute an inseparable segment of the existing monumental and environmental values ​ and an integral part of the historic center. Project task is refurbishment of two parks, preservation of its beauties and introduction of new facilities, cultural events and contents in the heart of the beautiful Old Royal Cetinje where our parks are situated. 3

  4. CURRENT STATE Conclusion on the current state of parks Palace park (today’s Park of Njegoš ) and City park (today’s Park 13th July) take up an area of 7 ha. They are separated with The street of Njegoš and are inseparable part of the historical town center of Cetinje. • Areas of parks were changed (particularly relate to implementation of the Royal Park); • Character of parks, according to historical and social circumstances has changed, and consequently their purpose; • The architectural elements of the park (gates, fences, walkways, furniture) are transformed; • Facilities in the parks, eg. Equipment is damaged; • Changing Environment defines the new position of access and movement routes. • Parks are in different levels (one over another). Aside from its esthetic value, the park has a distinct cultural function and together with Bishoup’s garden, Summer theater, the old stadium and the slope of Eagle’s rock, the park represent a significant cultural landscape and integral part of Historical core. Park of Njegoš is the oldest park-area in town. The formation of the park is related to building of the palace for hair to the throne, that is the second part of 19th century. The park was decorated n French style, which is characterized with clean, strict and symmetrical geometric shapes of the parcels, straight paths sprinkled with sand and with borders of box. 4

NJEGO Š PARK GATES • North eastern Main gate has to be refurbished and conservation measures shall be taken – new ramp for disabled shall be provided • North gate - has to be refurbished and conservation measures shall be taken • South gate has to be refurbished and conservation measures shall be taken • West entrances – new ramps for disabled shall be applied 7

  10. THE WELLS EXISTING STRUCTURES DESIGNED STRUCTURES There are existing structures of the wells inside the park. The current forms will be kept, cleaned and coated with stones, modelled the same way as a well in the southern part of the park, while the well in the courtyard of the former English embassy will be preserved with added proper lighting. 10

  13. NJEGO Š PARK – EXISTING COFFEE BAR Coffee bar: Existing structure of Coffee bar should be kept as it is planned by current Detailed Urban Plan “ Historical core ” . For this building is planned reconstruction, as per Secretariat for urban planning in Cetinje. 13

NJEGO Š PARK EXISTING STRUCTURE - TENNIS COURT TENNIS COURT Existing tennis court has to be kept as per Detailed Urban Plan “Historical core”, but it will be moved from its original position, because of reconstruction of the walking directions inside the park. Geometry of the pathways has to be established for appropriate access to the all functions and activities in Njegos park. 15

  18. PLANNED FUNCTIONS BILLBOARDS BILLBOARDS for the open space exhibition will be positioned from North to the South gate of Njego š park. They should be placed in a line with the longest pathway in the park, with trilateral plinths, metal frame and dark grey pedestal. In total 17 pieces, dimensions 110/75 cm. The purpose of these billboards is an open space exhibition. Billboards will be exposed only during the exhibition time, and after this, they will be kept at the storage of Municipality or Art Academy building storage. 18

  20. PLANNED FUNCTIONS OPEN SPACE FOR PAINTING WORKSHOPS Area along the pathway from the North to the South gate of Njegoš park is designed to be painting courses and photography area. That would activate Art Academy during the sumertime and it would increase touristic atractions in Cetinje and Montenegro. 20

PLANNED FUNCTIONS LITERARY CORNER Central area of the park is for literary events, recitations and promotions of the new publications during the summer time, that would expand and bring new touristic events of Cetinje and Montenegro. Highlighting the literary creation Literary evenings can be thematic Petar II Petrović Njegoš (1813 -1851) is the greatest poet in the literatur in this region. His literary work is far beyond his environment and his time, he is placed in the order of the great writers of world literature. Sima Milutinović -from Sarajevo(1791-1847) was living few years in Cetinje, and he was a teacher of Njego š . Stevan Perović Cuca (1830 -1857), poet Mirko Petrović (1820 -1867), poet Poet Stevan Kaćanski ( 1830 -1900), And Petrović ( 1841 -1921), author of many lyrical poems Simo Matavulj (1852-1908) Laza Kostić (1841-1909) And many others The students of the Academy of Dramatic Arts in Cetinje can read passages from parts of modern and prominent Montenegrin poets. 22

  23. PLANNED FUNCTIONS RAMPS FOR DISABLED PERSONS Two ramps for disabled persons are planned in the park. This way this park is accessible to everyone on every park entrance . 23

PLANNED LANDSCAPING During the preparation of the landscape design of this park, one of the most important subjects was revitalization of its previous spirit, where the park was created in the French style. French gardens are by tradition, regular. Design of French gardens (jardin à la française) is a formal, neat style gardening with lots of straight, geometric lines and strong symmetry. The main element of the French garden is parterre and the main perspective.
