This document should be read in conjunction with the related Smart Metering proposed decision paper (CER/13/286), which is issued in parallel. Target Audience: This paper is for the attention of members of the public, the energy industry, consumers and all interested parties. It is of less relevance to large electricity and gas users because such consumers will not be directly affected by the National Smart Metering Programme (NSMP).
