Safe Food for Canadians Act

The Government of Canada is taking action to further strengthen Canada's world-class food safety system. Safe Food for Canadians Act passed in November 2012 set the stage for important changes to Canada's food safety system. The result: better protection for Canadians for food safety. The Safe Food for Canadians Action Plan focuses on continuous improvement based on science, global trends, and best practices.

Safe Food for Canadians Act

  • The legislation will draw together all food inspection regulations in

Canada currently administered under four different Acts into one

  • verarching law. This will enable the CFIA to apply consistent regulatory

requirements and inspection approaches across all regulated food commodities.

  • This will:

– create a stronger system to trace products throughout the production chain to ensure that unsafe foods are identified more rapidly and removed from the supply chain as quickly as possible, and – enhance industry requirements for record keeping and documentation. – improve the safety of imported food by requiring food importers to put in place clear controls to ensure the food they sell is compliant with Canadian regulations, and – develop new rules to reduce the risks posed by pathogens such as E. coli. For example, new requirements will strengthen the control of E. coli in plants producing raw beef.

More Effective Inspection

Better targeted at areas of highest risks The CFIA is:

  • designing a new food inspection model to improve

industry compliance with food safety legislation,

  • delivering better training to inspectors and improving

recruitment strategies, and enhancing science capacity.

  • Providing staff increased powers in some areas. For

example, the CFIA will have the power to request that an individual start or stop an activity to adhere to the law, and prevent obstruction or interference with inspectors as they carry out their duties.

Inspection Verification Team

  • The goal is to verify that a consistent level of

thoroughness is applied in inspections of federally registered facilities across the country

  • The IVTs will conduct targeted spot checks in

federally registered establishments across the country with the aim of verifying that the overall food safety system is effective, and that inspection processes are consistently and rigorously followed and enforced. Any non-compliance identified during these verifications which could affect food safety will be dealt with immediately.
