Campaign Follow-Up Meeting

- Lt. Gov.
Justin Fairfax
Update from Virginia Housing Commission
Understanding and Interpreting Eviction Data
Why we need clearer definitions:
- Evictions may be formal (court-ordered) or informal
(no court intervention)
- Easiest data points to gather (via courts and sheriff)
don’t paint a fully complete picture of forced moves and displacement across Virginia
- Help strategically inform and focus policy solutions
What do we know about evictions?
- Households move at multiple points in the forced move:
○ Unofficial notice, harassment ○ Legal notice ○ Unlawful detainer → Writ of possession ○ Sheriff’s office executes the writ
- Families move into poorer quality neighborhoods and housing
○ Market segmentation: Rental history, security deposit, time
- Families with children have a more difficult time than others
finding housing
- Non-payment
- Other breach
- Other reason

EVICTIONS INFORMAL FORCED MOVES
Forced moves and displacement
Evictions vs. Informal forced moves
EVICTIONS
- Final result of legal process
governed by state law
- Eviction notice served by local
sheriff’s office
- Tenant, if still occupying
home, is forced out
- Eviction records limit future
housing options
INFORMAL FORCED MOVES
- May or may not be during legal
eviction process
- Do not have end legal
ramifications, but still have significant negative impacts on tenants and neighborhoods
- Occur much more often than
sheriff’s evictions
EVICTIONS INFORMAL FORCED MOVES
Letter from landlord Harassment Verbal landlord statement Unsafe living conditions Financial shock Breach of lease
What do we know about informal forced moves?
IN RICHMOND
- Homeward’s PIT count shows that more than 35% of
homeless who were evicted went through an informal eviction process ELSEWHERE
- From Desmond (2012) in Milwaukee we know that
44% of all forced moves go through an informal eviction process More research is needed to understand the scope and impacts of this process.

Next Steps for Data Collection And Analysis
- Analysis of Unlawful Detainer cases
Fill in formal eviction flow
- Surveys and interviews with tenants
