With a project this size, we are anticipating the contractor will begin construction activities in March/April 2021 and finish construction by late November 2021. First will look at Dewitt Street from the Wisconsin Highway 16 intersection to the East Pleasant Street Intersection. In this segment of the project we will be reconstructing and reconfiguring the Dewitt Street/ Wisconsin Street & Edgewater Street Intersection into a new three-leg intersection. This is being done to improve intersection safety and improve pedestrian accommodations. Heading northwest on Dewitt Street to East Pleasant Street, Dewitt Street will be reconstructed with a new storm sewer system, pavement structure, and sidewalks and ADA curb ramps. The US 51 (Wisconsin Street) segment from Edgewater Street to Ontario Street will be reconstructed with a new storm sewer system, pavement structure, five-foot wide sidewalks with four-foot terraces, and ADA curb ramps along with various intersection

  • improvements. New pedestrian access ramps to the Levee Trail will be constructed along

this segment of roadway. At the intersection of Wisconsin Street and Wauona Trail, a new raised median will be installed to help pedestrians cross Wisconsin Street to safely reach the Levee Trail. Wisconsin Department of Transportation 6

Other work that will also be done as part of this US 51 project is installing a new larger culvert pipe at the portage canal replacing the current one. The City of Portage will be funding improvements as part of the US 51 project. In stage 1 of this project, from the Dewitt Street / Wisconsin Highway 16 intersection to E Pleasant Street.

  • US-51 (Dewitt Street) will be closed to all traffic.
  • US-51 northbound traffic will be toured during this stage. The official detour route will

be shown and discussed on the next slide.

  • Cook Street will remain open to traffic during this stage.
  • The Ice Age National Scenic Trail/Tow Path will be re-routed during this stage to allow for

trail to remain open.

  • During Stage 1 there will be three subset stages
  • Stage 1A: Construct pavement of Dewitt Street from curb to curb. The existing

sidewalks will remain open for pedestrian access during this stage.

  • Stage 1B: Construct one side of the sidewalk along Dewitt Street while detouring

pedestrians on the other side sidewalk.

  • Stage 1C: Construct the other side of sidewalk along Dewitt Street while

  • During Stage 2, there are two subset stages
  • Stage 2A: Complete replacement of the existing culvert at the portage canal. US

51 will be closed to all traffic between Edgewater Street to Warren Street. It is anticipated the culvert replacement will take up to 14 days.

  • Stage 2B: With the new culvert in place, US 51 (Wisconsin Street) will be open to

Business access during construction

  • US 51 / WIS 16 will be closed to through traffic
  • Access to all commercial and private entrances will be maintained at

all times for local residents, businesses, emergency vehicles, mail delivery and garbage/recycling pickup.

  • Businesses with alternative accesses will be encouraged to use

that accesses during construction.

  • Contractor will have to coordinate in advance for driveway

closures

  • Five working days prior to removing any existing driveway to

coordinate temporary closures.

  • During construction US-51/ Wisconsin Highway 16 will be closed to through traffic, but

at times will be supporting local traffic.

  • During these stages of construction access to all commercial and private

entrances will be maintained at all times for local residents, businesses, emergency vehicles, mail delivery, and garbage/recycling pickup.

  • Businesses with alternative accesses will be encourage to use these accesses

during construction

  • When the contractor needs to close your driveway, you will be notified up to five

working days prior to removal of your existing driveway. At the time of notification you can coordinate with the contractor on a temporary driveway access until your permanent driveway is restored. Wisconsin Department of Transportation 14

Pedestrian access during construction

  • Pedestrian access to residences, businesses, and public

parking lots will be maintained

  • Temporary surface for pedestrian access to meet Americans

with Disabilities Act Accessibility Guidelines (ADAAG)

Pedestrian access will be maintained at all times during construction. Similar to the roadway construction, we will stage the closing of sidewalks to ensure pedestrians have the ability to move around the outside or through the construction zone safely while maintaining access to businesses. All temporary surfaces and ramps will meet ADAAG guidelines. Wisconsin Department of Transportation 15

  • During these stages, it is very important that business do not leave their doors open or

place displays on the sidewalk.

  • Leaving a door open or placing a display on the sidewalk could create a barrier for

someone in a wheelchair or with other disabilities.

  • Pedestrian access on at least one side of US 51 northbound will be provided at all times.

Here is an example of pedestrian access staging typical for Stage 1. It is important to note that during these stages that businesses do not leave their doors open or place displays on the sidewalk. With the limited sidewalk width available, doors and displays can create

  • bstructions on the sidewalk that can make it difficult for people in wheel chairs or visually

During construction:

  • WisDOT staff or representatives will be on-site during construction to address questions
  • r concerns from local businesses and residents.
  • WisDOT’s project leader will send a weekly email with updates about the progress of the

project including any upcoming closures or traffic switches.

  • WisDOT will also have a project website for construction. The construction website will

WisDOT’s In this Together program is offered to businesses and community leaders as a source of ideas for planning for road construction in their area. WisDOT recognizes businesses located in work zones have unique challenges. It is critical that customers have access to businesses and that they continue to visit them, regardless of any roadwork inconvenience. The “In This Together” program includes workbook and case studies that demonstrate techniques that have been successfully used in communities throughout Wisconsin.   • Work with the Chambers of Commerce to devise a plan for success during construction
  • Work together to devise a creative plan or City Theme used to advertise business areas.
  • Stay informed
  • Keep in contact with WisDOT and construction staff
  • Read the weekly construction updates
  • Work with the city and other businesses to find alternative access points, if needed
  • Advertise
  • Keep your customers and employees informed
  • Designate one person to filter access questions through
  • City can post updates on their website

Prior to and during construction, businesses are encouraged to:
