  9. Definition of a Facility: Land which has common ownership and is the location of a single corporation, business or publicly owned operation, with a portion engaged in Industrial Activity even if land parcels are separated by a roadway, fence line, or similar boundary. 10

L2 Applies To Any Landfill That Receives or Has Received Solid Waste From A Facility Conducting An Industrial Activity. L2 does not apply to Closed MSWLFs Described In L1. General Permit requirements: Identify areas at the facility that have potential for soil erosion; and implement BMPs to prevent or control erosion and reduce sediment loads in stormwater discharges. Sector-Specific Requirements: Implement sediment control practices on all down gradient perimeters before any upgradient land disturbing activities begin. Provide temporary stabilization for materials stockpiled for daily, intermediate, and final cover, inactive areas, landfills that have final covers but where vegetation has yet to establish itself, and land application sites where final vegetation has not yet been established. 25
