Documentation reminders

AVS Portal

  • Case name is the consumer’s name, i.e., LAST,

FIRST

  • Registry number is the SSN without dashes
  • The Application Date is the first of the month of

  • The CIN line should contain the Prime number
  • For homeless consumers, the street address is

entered as “TEMP”

  • You only need to add your district and branch, not

the unit or worker

Oregon Access Narrative

  • Narrate “AVS requested” on the date you send a

request to AVS.

  • The narrative entry will depend on the results.

AVS Informational Flyer

Asset Verification Service (AVS) for Medicaid Recipients

Beginning in January 2019, Aging and People with Disabilities (APD) and Area Agencies on Aging (AAA) offices will use an electronic Asset Verification Service (AVS) to verify financial resources for Medicaid recipients. This resource verification is through a secure web-based portal that retrieves information from banking institutions and real property records nationwide. What this means for Medicaid recipients and/or their representatives:

  • A more efficient process
  • Less paperwork to submit
  • Most information from AVS is returned within 5 days
  • Not every type of financial resource can be verified by AVS, so we may need to request paper documents

in some situations APD and AAA staff are committed to helping you understand how system changes affect you. Contact your local APD/AAA office or email the AVS project team at AVS.Project@dhsoha.state.or.us if you have questions about AVS. Frequently Asked Questions Q: What are “resources?” A: A resource is a liquid or non-liquid asset. Liquid assets are typically held in a bank account, such as a checking or savings account, trust account, burial fund account, IRA,

  • r Direct Express Card account. A non-liquid asset is

usually property, such as land, homes and vehicles. Q: Will this new service affect my Medicaid coverage if I am within the resource limit? A: No. The only way that your benefits may be affected is when the asset verification service reports you have resources over the limit for your Medicaid program. Q: What if I have an account that I am completely unable to access or take money from? A: We can exclude an account that is unavailable to you if you provide documentation showing that you are unable to access it. This can also apply to victims of domestic abuse. Q: Can I opt out of AVS/refuse to allow AVS to check my resources and still get Medicaid? A: No. The federal government requires that we use an asset verification service. Q: Will AVS check my income as well? A: No. AVS does not verify income, so this will be verified in the usual way. If you receive certain types of income from the government such as SSDI/SSB, staff already verify this income electronically and this will not change. Q: Why is APD/AAA using AVS? A: Use of an asset verification service in Oregon has been mandated by Centers for Medicare and Medicaid Services (CMS), and most other states are already using

  • AVS. An Oregon AVS will put our state in compliance with

Section 1940 of the Social Security Act. Q: What if I am a victim of identity theft and someone

  • pened accounts in my name?

A: This will not disqualify you from receiving Medicaid if you provide evidence that the account does not belong to you and you have reported it. When a worker finds unreported accounts that put you over the resource limit, they will follow up with you to get more information. Q: Will AVS check my credit or affect my credit rating? A: No. AVS does not check credit or affect credit ratings
