FY 2016 Budget • FY 2016 Proposed Head Start Appropriation • $10.6 billion • Increase of $1.5 billion over FY 2015 • Areas of additional investment: • $1.1 billion to provide full day, full school year programming • $150 million to expand Early Head Start – Child Care Partnership grants • $284 million to maintain quality in Head Start programs • ACF FY 2016 Budget • Includes focus on research and evaluation • $3 million proposed for evaluation of early childhood programs • Identify key components of early child care and education that support early childhood development Region V Office of Head Start 4

Designation Renewal System (DRS) Cohort 3 • Determinations based on the criteria in 45 C.F.R. § 1307.3 • 12 service areas in Region V subject to competition • Represents 11.7 percent of service areas subject to competition nationally • Funding Opportunity Announcements issued September 2014 • Applications • Due November 2014 • Panel reviews underway • Awards effective July 1, 2015 • Non-competitive five year grants • 45 grantees eligible for a non-competitive five year grant in Region V • All 45 grantees are funded Region V Office of Head Start 6

Impact of CLASS • FY 2012, FY 2013 and FY 2014 Trends – Improvement in Classroom Organization domain scores – Instructional Support domain scores stagnant in Region V – Improvement in national Instructional Support domain scores • Cohorts 3 and 4 CLASS Results and DRS – Increase in percentage of grantees subject to competition based on CLASS from Cohort 3 to Cohort 4 in Region V – Emotional Support domain scores main trigger for competition in Cohort 4 • Wisconsin CLASS Results – Wisconsin CLASS scores decreased across all domains Region V Office of Head Start 13

Aligned Monitoring System • Beginning FY 2015, triennial monitoring reviews re-envisioned • New Aligned Monitoring System responsive to shift from indefinite to five year project periods • Differential Monitoring Process – Grantees with a history of compliance • Grantees meeting certain eligibility criteria receive enhanced Head Start Key Indicator (HSKI-C) review  If pass, only receive the Environmental Health and Safety and CLASS reviews  If do not pass, subject to Comprehensive Monitoring Process • Grantees not eligible for the Differential Monitoring Process complete the Comprehensive Monitoring Process Region V Office of Head Start 14
