  4. EVV Overview The Federal Government is requiring states to gather certain information electronically when personal care services are provided. This is called Electronic Visit Verification (EVV). This will replace the current paper-based voucher process. 4

  6. When is This Change Coming? The PTC Project will roll out in three separate phases: 1. Phase 1 will implement an EVV compliant tool. 2. Phase 2 will create connections between the mainframe system and the new solution. 3. Phase 3 will bring in other programs over a longer timeframe and data aggregation across programs.   7. What is Changing For You? • Eliminates the use for paper vouchers and the need to store them locally. • Ends any verification processes for validating information on paper vouchers. • Allows Case Managers to verify services are provided in real-time. 7

  8. What Will Change For Providers? • Providers will utilize the PTC solution at the time service is provided. • Use of the PTC solution will be mandatory. • For those in situations where mobile coverage is limited, there will be alternative options available that meet EVV requirements. 8

What Will Change For Individuals? • The PTC solution will require Individuals to validate time entries, to ensure the information reported by the Provider is accurate. – This will help maintain stronger program integrity for billed services – This will help to ensure Individuals are receiving the care they need, when they need it. 9

  10. What programs are being affected? • Client Enrolled Provider (CEP) • Personal Care 20 (PC20) • Oregon Project Independence (OPI) • Independent Choice Program (ICP) • In-Home Agencies 10

  11. Readiness Coaches • Each office will have a designated Readiness Coach. • Readiness Coaches will support their office by providing guidance and activities to support the change. To do so, they: – Will provide feedback to the PTC Project Team via monthly meetings. – Will share information with their office to keep their local area informed. – Will be an early adopter of the PTC Solution to be a local point person. 11

Project Status • The State is currently in the process of looking for a vendor that can provide a PTC solution that meets the requirements of EVV. – A contract with the vendor is anticipated to be executed in the fall. Design/development of the PTC solution will begin at that time. • The PTC Project Team will be providing updates throughout the year to keep impacted stakeholders engaged in what is happening in the project and to continue to gather feedback. – Updates may be emails, webinars, in-person sessions, and more. 12
