FOOD SUPPORT GRANT

  • The Food Support grant is made available through the New York State

Department of Health Hunger Prevention and Nutrition Assistance Program (HPNAP), which allocates lines of credit to participating programs that can be used to access donated or wholesale foods through Long Island Cares Food Bank.

  • HPNAP grant funds are designed to supplement and/or match a program’s
  • wn efforts. Funds should not be viewed as a sole means of support.

Grants are awarded to Emergency Food Programs (EFP) through a line of credit with the Food Bank to purchase nutritionally desirable foods. The line of credit may be used to access either donated or wholesale foods. This grant is available to emergency food programs in Nassau and Suffolk Counties.

  • food. Allowable items are mostly

nutrient dense, nutritious foods. Sugar-sweetened beverages and bakery items high in sugar are not funded by HPNAP

HOW DOES MY AGENCY GET AWARDED A HPNAP FOOD SUPPORT LINE OF CREDIT ?

  • Long Island Cares offers The HPNAP Food Support Grant Food Line of Credit to

agencies for the upcoming 12 month HPNAP contract period which begins July 1st 2020 thru June 30th 2021. Sometimes the contract period is subject to seasonal change and funding may vary from year to year. APPLICATION NOTIFICATIONS AND REMINDERS TO AGENCIES ABOUT EACH UPCOMING NEW HPNAP GRANT PERIOD USUALLY HAPPENS IN MID- APRIL OR MAY.

  • LIC-HPNAP FOOD SUPPORT GRANTS are usually available in May or June for

agencies to apply for food support. Food lines of credit are usually allocated to agencies by July 1st 2020. You must re-apply for food support for each HPNAP 12 month contract period as it is not automatically renewed.

  • There are some guidelines and compliance measures to follow to be awarded

food support. This info will be discussed later in this slide presentation under THE HPNAP GRANT ELIGIBILITY REQUIREMENTS SECTION. So, read on…..

WHAT IS HPNAP SHARED MAINTENANCE FOOD (SMF)

  • HPNAP SMF shared maintenance food is nutritious food that is made available to Long Island

Cares by national corporate, local store & food drive donations. The food is packed in cases or repacked into bags. These items become available on our daily donated menu, marked and identified with (HPNAP SMF) next to the item listing.

  • Orders can be placed by phone:

Call 631-435-0460 or 631-435-0478 Monday – Friday (except major holidays) 9:30 a.m. – 12:30 p.m. or 1:30 p.m. – 2:30 p.m. Online ordering can also be done which requires a scheduled phone appointment or a 1 hour in-person training(as allowable), by our agency relations associate Regina Morrone.

  • There is normally a shared maintenance fee (smf) of $0.18 per pound for this food.
  • The HPNAP shared maintenance line of credit allows agencies to order this nutritious food up to

the maximum of the assigned HPNAP Shared Maintenance line of Credit. Once your agency reaches the end of your HPNAP SMF Line of Credit, you can continue to order this food however, your agency will be billed directly each month.

MORE ABOUT HPNAP SHARED MAINTENANCE FOOD (SMF)

  • Your agency is assigned a HPNP Shared Maintenance Line of Credit usually by

July 1st, 2020. The dollar value of the Shared Maintenance Line of Credit is assigned to your agency based on submission of your agency’s compliance, days and hours of operation and monthly reports.

  • The foods available for this Line of Credit program are listed daily on the

donated menu. The selection of food changes throughout the year. You are able to self-select the foods that are appropriate to your agency’s client wants and needs.

  • Sometimes we have extra funding, re-allocations for more HPNAP SMF Line

which may become available to you but not until after the first 6 months of the HPNAP contract period. Until a credit is issued, you will be billed directly for purchased food.

HOW DOES MY AGENCY ORDER HPNAP PURCHASED AND SHARED MAINTENANCE FOOD?

  • All HPNAP Shared Maintenance and Purchased foods are included on the

licares.org website online daily menus. Some foods run out faster than others and are all on a first come first serve basis. Menus are updated daily. We kindly ask that you order based on your storage abilities and client needs. Hoarding food is discouraged.

  • HPNAP agencies can select the type and quantity of food that is best suited for

your agency up to the maximum of your line of credit.

  • HPNAP agencies will be able to determine when you need food and place your
  • rder when it is convenient for you. Orders can be picked up or delivered. You

can structure your deliveries with our Agency Relations Department. Your agency can pick-up orders or LIC deliveries are set up by sections so you would have to check your delivery section (1,2,8, etc) for the town your program is in.

OPERATION SUPPORT GRANT

PROVIDES FUNDING FOR AGENCIES IN THE FOLLOWING CATEGORIES BELOW

SPACE : Rent or a portion of rent for occupied emergency food provider space; Food

Pantries, Soup Kitchens & Shelters. Only food storage and service areas are funded.

STAFF : Direct food service workers may be funded. Administrative and Janitorial staff

is not funded.

UTILITIES : Heat, Electric & Gas for cooking fuel or a portion of utilities only can be

  • funded. All telephone, sewer, trash pick-up & pest control services are not funded. All
  • ther non-food service or storage areas are not fundable.

DISPOSABLES : Food service bags and meal-ware can be funded. Food Pantries can

apply for $ funding for paper, plastic and or re-useable bags and cardboard boxes. Soup Kitchens & Shelters can apply for $ funding for Paper, plastic plates, utensils, plastic and aluminum food wrap and food containers. Only direct food-use supplies are funded.

In order to be eligible to apply for any HPNAP Food, Operation Support or Capital Equipment Grants certain HPNAP Guidelines, compliance and HPNAP agreement policies must be followed and adhered to.
