  11. About PAPDIS ‐ the background • November 2013: The Pensions Regulator + The Department of Work & Pensions held a meeting on “Barriers to AE Success” • It was concluded that: ‐ 1 1. AE would have a substantial operational impact on the market as a whole AE ld h b t ti l ti l i t th k t h l 2. The success of AE was sensitive to the market’s ability to safely, efficiently and routinely transfer vast quantities of data from payroll to pensions 3. Having a free and open data standard that everybody could use, if they wanted to, was a pre ‐ requisite for an efficient, low ‐ cost AE market • Problem: there wasn’t a free and open data standard for AE! • “Necessity is the Mother of invention” • So Pensions BIB set to work on creating one 11 11

  12. About Pensions BIB – the key contributors • A truly pan ‐ industry body, with senior representation from: • The Chartered Institute of Technology’s Payroll Group • The Business Application Software Developers Association • The Electronic Exchange with Government User Network • The Electronic Exchange with Government User Network • The Payroll Software Providers Forum • The Chartered Institute of Payroll Professionals • The CIPP’s Friends of AE • Origo Services • Major Pension Providers including: ‐ • NOW: Pensions • The People’s Pension 12 12

  13. Collaboration is king! • The mission was to create a free and open data standard for AE that people could use, if they wanted to • However, it would be extremely difficult to find consensus as all parties wanted different things parties wanted different things • For there to be any real progress and any chance of agreement there needed to be an approach that was highly pp g y – Collaborative – Collegiate – Cooperative Cooperative • The good news is that all parties were happy to work that way! • As a result, a great deal of progress has already been made… , g p g y 13 13

  14. PAPDIS has already been launched! • The Pensions And Payroll Data Interface Standard (PAPDIS) was launched: – At 3 minutes past 3 – On the afternoon of Thursday 9 th October – On the afternoon of Thursday 9 October – At the CIPP’s Capacity Crunch Conference at Celtic Manor – With Richard Graham MP, Chair, The All Party Parliamentary Pensions Group • It is a free and open data standard for AE that anybody can use, if they want to 14 14
