139.210 Aerodrome emergency plan (1) The aerodrome emergency committee for a certified aerodrome must prepare an aerodrome emergency plan. (2) The plan must include: (a) procedures for coordinating the responses of all emergency service organisations referred to in the plan; and (b) (b) any other matters that are required to be included in the emergency plan by the Manual of Standards. 139.215 Testing of aerodrome emergency plan (1) Subject to this regulation, the operator of a certified aerodrome must conduct an emergency exercise at least once every 2 years to test: (a) the coordination of the emergency service

  • rganisations referred to in the aerodrome’s

emergency plan; and (b) the adequacy of the procedures and facilities provided for in the plan. Penalty: 10 penalty units.

  • Current time
  • MA123 conducting a visual landing
  • Approach is too slow
  • Prior to impact – No distress calls are

made and/or asking ATC to abort landing.

  • ATC witness the flight land hard and

shortly follows a plume of dust.

  • ATC activate the Crash on Alarm.
  • ATC have closed Airspace and ceased

movements on the Aerodrome.

  • ATC have observed the slides being deployed.
  • Passengers have commenced self evacuation.
  • Black smoke can be seen coming from the fuselage.
  • ARFF and Airside Ops are on scene and have commenced rescue operations and establishment of a Forward Command

  • Incident Assessment Team has been activated and are conducting a full incident appraisal.
  • Initial assessment is the escalation to Crisis and the activation of the relevant centres (EOC and IOC).
  • You are receiving your first CMT communications and update.

  • BAC EOC has not yet been established however the IOC is currently

being manned by the ADM and Surveillance Officers

  • Responding crews are unable to utilise Airside Route from the AIP
  • Social media posts are appearing on all platforms from passengers at

the terminal and the nearby GA/Plane spotters area

  • Incident Assessment Team activation – 11th

May 2020 via Whispir & MS Teams

  • CMT call out and desk top briefing exercise

with CEO & all ELT as well as ELT Delegates

  • Exercise Southern 2020 – Field Exercise

(Multi-agency Full Scale) – 13th May 2020

  • Held on the 14th April 2020
  • Conducted via MS Teams
  • >24 Pers attended
  • QPS, AFP, ARFF, QFES, QAS, BAC Ops,

ATSB, ASA and other agency representatives

  • Scenario – Crash on Airport – New Runway

01L/19R

  • Feedback and Lessons Learnt finalised
  • Held on the 7th May 2020
  • Conducted via Microsoft Teams to test virtual

EOC concept

  • Emergency services and external

stakeholders in attendance - QPS, ARFF, QFES, QAS, ATSB, BAC Ops, BAC Corp Comms

  • Note: It was noted that during a crash on

airport that physical attendance would be the preference.

  • EOC separately stood up and stood down.

Exercise Aim:

To practise the Crisis Management Plan involving a crash on airport located on 01L/19R.

Exercise Objectives:

1. Demonstrate the call out/activation process for the Crisis Management Team 2. Identify the top 3 – 5 strategic considerations for each functional area

Scenario:

In keeping with the Exercise Southern Cross 2020 theme the scenario will remain unchanged. The scenario will be presented as a General Idea along with Special Ideas for your consideration and decision making purposes. The events leading to the Crash on Airport are non- terror related and was as a result of pilot error.

Field Exercise Incident Assessment Team Activation

  • Held on the 13th May 2020
  • Conducted as part of Operational Readiness

and our CASR requirements.

  • >30 Emergency Services personnel in

attendance - QPS, AFP, ARFF, QFES, QAS and BAC Ops

  • Feedback and Lessons Learnt are still yet to

be finalised

  • Formal exercise debrief to be held end of this

month (Date TBD)

  • Held on the 11th May 2020
  • Conducted via WHISPIR notification and

automatic teleconference dial in

  • All BAC IAT members in attendance
  • Precursor to CMT activation
  • Assessment was made to initiate the Crisis

Management Team and establish the EOC and IOC in support of the CMC and unfolding events

  • Virtual meetings are valuable for everyone
  • You can call together large groups of people in a very short period of time and

provide a sit-rep briefing or establish a virtual EOC, CMT

  • Provides an alternative to time poor agencies reduces travel, resource

commitments and provides redundancy to face to face meetings

  • You have the ability to record meetings for regulatory compliance
  • Exercise planning and meetings cost less
  • Video & audio meetings are a great alternative to how we traditionally manage our

emergency planning and response framework

  • However, face to face meetings still have their place in the world!
