A Holistic Approach to Poverty Reduction: Livelihood Improvement Group Mechanism • Cambodia has made dramatic progress in reducing poverty over the last decade. • Poor and vulnerable households are characterized by a lack of productive resources including land, financing, technology and human resources. • Identification of the poor: National ID poor Prorgamme (http://www.idpoor.gov.kh) • Self help group formed: GRF and basic technical training received by the group, builds up the livelihood foundation for all their members. • Then the Common Interest Groups (CIG) are formed for the applied training according to the field of interests for both on and off the farm activity response to Market.

Promotion of Inclusive Agricultural Value Chain For Smallholder Farmers • Market present the opportunity and challenges for smallholders • Requires behaviour changes: (i) from production for consumption to production for sale, (ii) from individual to collective action; (iii) from conservative to high risk taking; and (iv) subsistence to self – reliance. • Cluster approached were piloted in PADEE, scale up in AIMS, TSSD and ASPIRE

  3. Cluster Approach Principal • Rapid mapping to identify key stakeholders • Form the producers in VC Cluster for collective action • Brokering the deal and trust between VC Cluster and buyer – input seller – financial institution through Multi Stakeholder Platform meeting and following up deal maker. • To broker the deal, the public resource have to be the last resources that can’t be financed by the beneficiary. • The public resource includes: public investment facilities, up to 100% investment for ID poor HH, up to 20% investment of first mover. • Cluster Approached Process
