COVID-19 PROVIDER ISSUES

July 2020 COVID-19 Closures and Re-openings

  • Continue to notify Provider Relations of closure dates and/or date of reopening by emailing

providerrelations@elcbigbend.org

  • Notifications of closures must include the provider name, first date closed, last date closed, and date of

reopening.

  • If the last day closed and the re-open date are unknown, indicate that by stating “To Be Determined” in your

notification.

  • This also applies to any August COVID-19 closure dates.

OEL Closure Questionnaire

  • OEL will require providers to complete a questionnaire for July COVID-19 closures as they have for May

and June.

  • It is very important to complete this on time as it will determine whether OEL will authorize us to pay you for

your COVID closure dates.

  • The questionnaire will be located in your Provider Profile.

COVID-19 PROVIDER ISSUES

Parent Co-Pays

  • Parent co-pays are waived for the month of August.
  • Providers are to resume collection of parent co-pays September 1.
  • If this information changes, you will receive notification from the ELC.
  • Differentials and parent co-pays are different; the co-pay is the parent payment assessed by the ELC,

and the differential is the difference between your private pay rate and ELC’s reimbursement rate Provider Payment

  • SR and VPK providers open as of July 1 will continue to be paid based on enrollments rather than

attendance for the months of July and August.

  • The requirement that enrolled children must have attended at least one day for the provider to be paid

for that child has not changed.

COVID-19 PROVIDER ISSUES

ESS Referrals

  • The Essential Services/First Responder referral program is being phased out and no new referrals will be

issued after July 31.

  • Referral expiration dates will not change; for example, if a referral was issued July 20 and is valid

through October 20, the referral will remain in effect until October 20. Virtual VPK

  • At this time virtual VPK programs are not an option.

Latest CARES Grants

  • Applications are currently being reviewed and processed.
  • If you have not applied, you have until the close of business tomorrow, July 31, to submit your

application.

  • ELC staff may contact you for clarification or to make corrections to your application.

SCHOOL READINESS

  • 19-20 Contract Extensions
  • 20-21 School Readiness Contracts
  • Contracts have been initiated; complete, certify, and submit by Friday, August 7.
  • Providers who did not receive a CLASS observation due to COVID-19 will remain
  • n the 19-20 contract extension until they are assessed, will then complete a

contract amendment and 20-21 contract.

  • Provider Relations will contact those providers who were not assessed to obtain

reimbursable holiday dates.

  • Remember-your Provider Profile is NOT the same thing as your SR contract.

SCHOOL READINESS

July Holidays

  • Complete and submit survey that was sent out Monday by close of business today to

ensure correct payment for July reimbursable holidays. New School Readiness Curriculum

  • The deadline for providers to purchase curriculum from the new statewide approved

curriculum list is September 30.

  • All SR providers must purchase and implement an approved curriculum.
  • Even if you are using a curriculum from the list, it must be updated to the current

approved version on the list.

VPK

  • VPK Applications have been initiated; if you would like to

complete a 20-21 VPK application, contact providerrelations@elcbigbend.org and we will initiate it for you.

  • Programs can begin on the original school district start date

and you will not have to update your calendar if that district start date changes.

  • Upon completion and submission of your VPK application,

the ELC will review & approve it.

  • Once the VPK Application is approved, the ELC will initiate

your VPK contract.

  • When your VPK contract is approved, be sure to complete

your annual registration in Bright Beginnings and order your VPK Assessment materials.

Remember: The VPK contracting process has two steps!

  • 1. Application
  • 2. Contract

PROVIDER INSURANCE

  • Providers with insurances lapses for 19-20 will NOT

face financial consequences.

  • Effective August 1, you will be assessed a financial

penalty for a lapse in your required liability insurance.

  • You will be notified in writing by the ELC if you

have a lapse and are assessed a penalty.

  • The penalty is based on the length of the lapse.
  • Repeated lapses may result in contract termination.

PROVIDER INSURANCE

  • A lapse of 31+ days will result in a 3 month probation consisting of the

ELC monitoring your insurance policy by contacting your insurance company to verify continued coverage and provider completion of a monthly attestation that you have current coverage.

  • Two or more insurance lapses for a period of 31+ days will result in

contract termination and you will be ineligible to apply for an SR or VPK contract until the following program year.

  • A single lapse of 16+ days the following program year will result

in contract termination and removal from eligibility for five years.

New Process Effective August 1, 2020

Lapse Period (Business Days) Penalty Amount 15 days or less $50 16 to 30 days $150 31 days or more $250 *Additional Penalty for 60 days or more $200

OEL had previously told us that the ELC assessed copayments would be waived through July 31st and that on August 1st Providers needed to resume collection of the ELC-assessed parent fee from School Readiness families. However… Fees are waived through August 31st

ELC is diligently working to complete the 18-19 Provider Reconciliation process. Providers will fall into the following 3 financial reconciliation categories:

 Category 1 – No Adjustment Needed  Category 2 – Provider Underpayment  Category 3 – Provider Overpayment
