ESSENTIAL WORKERS REFERRALS
The ELC emails the family that: the referral has ended and a new purpose for care (PFC) is needed and it has up to 90 days to prove continued eligibility Purpose for Care includes: a new ESS referral another referral type (DCF/CS/DV/HOMELESS) work and/or education disability
What happens when a family’s ESS referral ends?

The ELC continues to pay providers under ESS until the children are: eligible for another SR category or not eligible for SR If the family is not eligible, the last date of SR is the sooner of: 14 days from the ELC’s decision or the end of the 90 days
The ELC will notify you of: new enrollments new parent fees SR terminations

The ELC will not notify you of a: × care level change (automatic in system) × parent fee change at start and end of school calendar (automatic in system) × other changes that do not affect reimbursement, including BG changes

1. Remind families to accept their children’s enrollments so you can see the payment certificate end a child’s enrollment 2. Remind families to recertify as soon as they can so the family keeps SR services the child stays in your care the ELC can spread out its workload (due to COVID extensions)

PARENT FEE WAIVERS
OEL had previously told us that the ELC assessed copayments would be waived through July 31st and that on August 1st Providers needed to resume collection of the ELC-assessed parent fee from School Readiness families. However… Fees are waived through August 31st
TERMINATIONS & REDETERMINATIONS
Additional 30 days has been added for redetermining families effective 7/15/20, to allow parents a 45-day notice (reminders from the system are sent to families at 45, 30 and 15 days) OEL has suspended terminations through 8/15/20

Existing Essential Personnel receiving services prior to July 31st may continue to receive services with valid referrals authorized for up to 3 months. Updated referrals can be submitted upon the expiration of the current referral to familyservices@elcbigbend.org. The ELC will not accept initial referrals for those families seeking services under this category after July 31st. Providers serving children of Essential Personnel will continue to receive a bonus, as long as a valid referral is in place. The provisions for the Executive Order will remain in effect until OEL determines an end

ELC is diligently working to complete the 18-19 Provider Reconciliation process. Providers will fall into the following 3 financial reconciliation categories:
Category 1 – No Adjustment Needed Category 2 – Provider Underpayment Category 3 – Provider Overpayment

PRIORITY 1 – PROVIDER UNDERPAYMENT ELC WILL REIMBURSEMENT PROVIDERS FOR THE AMOUNT OF ADJUSTMENTS AGREED UPON. PRIORITY 2 – NO ADJUSTMENT NEEDED ELC AND PROVIDER WILL AGREE NO FUNDS ARE DUE TO ELC OR DUE FROM PROVIDER. PRIORITY 3 – PROVIDER OVERPAYMENT ELC AND PROVIDER WILL AGREE ON A PAYMENT PLAN FOR PROVIDER TO REPAY FUNDS TO ELC .
