Abstract Halal studies is a global education proposition ready to be the next world educational discipline market force. ASEAN has to play an active role in halal education since Muslims stress on the importance of the permissibility

  • f products to be used and consumed. The concern of halal education in

ASEAN increase tremendously as a result of increasing the Muslims population in ASEAN countries. In this regards, various Islamic political policies have been implemented in Negara Brunei Darussalam for the purpose of disseminating and developing halal education in global and modern society. This paper is an attempt to highlight the experience of Universiti Islam Sultan Sharif Ali (UNISSA)’s halalan Thayyiban research Centre in disseminating halal science through halal education and research for global reach. SLIDE 8 His Majesty Sultan Haji Hassanal Bolkiah of Brunei Darussalam during the 6th Hafl al- Takharruj (Convocation) Ceremony of Universiti Islam Sultan Sharif (UNISSA) on 20th Muharram 1438H corresponding to 22th October 2016M, at the International Convention Centre, Berakas, Brunei Darussalam, had given his speech as below: “Sebenarnya masih banyak ruang yang perlu diteroka oleh UNISSA. Salah satu bidang yang berkembang pesat sehingga ke peringkat antarabangsa pada masa ini, iaitu industri halal. Bukankah aspek halal itu merupakan tuntutan utama dalam Ugama Islam? Nilai pasaran global adalah semakin meningkat dan dianggarkan berjumlah sangat besar. Ia meningkat sebanyak 16% dari keseluruhan industri makanan dunia dan boleh menjangkau sehingga 20% dari perdagangan dunia dalam produk makanan sahaja. Oleh sebab itu, Beta menyokong penuh rancangan UNISSA untuk menubuhkan sebuah Pusat Kecemerlangan Penyelidikan Halal di UNISSA sebagai pemangkin kepada hasrat Beta untuk menjadikan Negara Brunei Darussalam sebagai 'hub halal global' yang akan membantu memacu pertumbuhan ekonomi negara.” (Pelita Brunei, 26 Oktober 2016/25 Muharram 1438). Translation: “In fact, there is still a wide range of opportunity that needs to be explored by UNISSA. During this time, halal industry has become one of the most rapidly- developing fields which spreads globally. Has it not that the halal aspect been demanded in the religion of Islam? The global market value is increasing and it is estimated to be large. It increases by 16% of the total of world’s food industry and can reach up to 20% of the world’s commerce in the food products alone. Therefore, I fully support UNISSA’s plan to establish Centre of Excellence of Halal Research at UNISSA; as a catalyst to my wish to make Brunei Darussalam as the ‘global halal-hub’, wherein will aid in boosting the country’s economic growth. To offer the academic programme in the field of halalan thayyiban which is systematic and effective in ensuring that research as well as a comprehensive and credible education is generated. To conduct a comprehensive academic research relating to halalan thayyiban and systematically examine issues related to halalan thayyiban from time to time in order to protect the sanctity
  • f Islam.
To offer courses and training that will assist researchers and academicians in conducting academic research, innovation, service/monitoring of experimental samples/scientific analysis in the laboratory and research development relating to halalan thayyiban. Offering consultation and professional services and authentication in the laboratory for products in both the national and international markets in determining that these products are indeed in accordance with the standards of halalan thayyiban or otherwise. Generating UNISSA financial income by introducing a variety of halalan thayyiban products whether in the form of research, publications and services to local as well as the international halal industry. To maintain and uphold the sanctity of halalan thayyiban as a way of life and practice through teaching, research, professional services and training based on knowledge, faith, good deed, piety and morality in line with the teachings of Ahli Sunnah Wal Jama‘ah of Mazhab Shafi‘i. To produce experts in the field of halalan thayyiban who are able to clarify and provide solution to the confusion/problem in the society, primarily in Brunei Darussalam and regional countries, and finally uphold the sanctity of the Sunnah of the Prophet (peace be upon him). To establish a centre of excellence on halalan thayyiban based on comprehensive knowledge of both naqli and ‘aqli through teaching, research and professional services.

 Master (M.A) of Halal Management

The programme will equip students with advance and professional knowledge through courses and practices as well as expose them to the latest developments in the field of halal. Graduates of this programme can have a career in planning, management, research, academia and industry related to the management of halal industry.

 Master (M.A) of Shariah and Halal Laws

This field of study focuses on Shariah laws and civil laws pertaining to the national and international halal industry. Development of new legal rules in accordance with the laws of the State, maqasid shariah and fiqh jurisprudence, policies, standards and fatwa for halal products is one of the main researches in this field. In addition, the administration of Islamic laws, international trade laws, consumer protection laws, laws of product liability and safety will also be studied.

The establishment of Pusat Penyelidikan Halalan Thayyiban (PPHT) @ Halalan Thayyiban Research Centre (HTRC) is an effort to uphold the command of His Majesty Sultan Haji Hassanal Bolkiah of Brunei
