VINE-Victim Information Notification Everyday
- Vine was created in 1994 in response to the brutal murder of Mary Byron.
- Mary and her family were told they would be notified of her ex-boyfriend’s
release from jail. They were not notified, and she was murdered by her ex- boyfriend on her 21st birthday.
- VINE is currently in 48 states across the nation.
Colorado VINE/VINELink
- VINELink is a free service that can notify victim/survivors or other registrants
about the custody status of an offender in a Colorado jail.
- Victims can be notified by phone, text, and/or email; 24 hours a day, seven days a
week.
- Anyone can register in VINELink, and the service is totally anonymous.
- By the end of 2019, all of the Colorado jails and the Division of Youth Services will
participate in Colorado VINE. (DOC does not currently participate in VINE.)
- Data is collected from each facility’s JMS every 15 minutes. The exception is an 8-
hour delay for transfers. (A victim’s registration also transfers.)
- Offender records stay in the system (VINEWatch) for 14 days following the
- ffender’s release; and if an offender is re-arrested within that time period, the
victim will be re-notified of the custody status without having to re-register into VINELink.
