Assessments

Street reconstruction, utilities, and lighting assessments are based on special benefit reports received by the City and the City’s typical lot fee rates and assessment policy Assessment rates vary by property type and improvement:

  • Single Family with existing watermain: $9,000/lot
  • Duplex with existing watermain: $10,500/lot
  • Single Family with new watermain: $16,153/lot
  • Duplex with new watermain: $27,000/lot
  • Single Family with new watermain and sewer: $22,095/lot
  • Removed individual draintile assessment rate

Elective assessments (based on property owner option)

  • Sanitary Sewer Service Replacement: $2,451/lot
  • Water TSS Connection Fee: $3,700/lot

Payment Methods (see letter)

Payment Terms:

  • 20 years
  • 4.25% interest
  • Payments start in 2021

Option 1:

  • Pre-pay full assessment amount without interest to the City by end of day

November 18, 2020 Option 2:

  • Pay assessment with property taxes over a 20-year period at 4.25% interest

starting in 2021

  • First years interest is from November 1, 2020 thru December 31, 2021
  • Pay remaining balance by November 15th in any subsequent year
  • No partial payments allowed

Assessments Appeals

  • Assessment process follows Minnesota Statute Chapter 429 – Public

Improvements

  • Notice of objection must be presented in writing and signed by the property owner

prior to or at the hearing on September 14, 2020

  • Serve notice of appeal to Mayor or City Clerk within 30 days after adoption of

assessments

  • File notice of appeal with Hennepin County District Court within 10 days after

serving notice to the City

  • After the assessment roll is adopted, and before assessments are certified to the

County (by November 30th), the City will mail updated notices to affected property

  • wners with the assessment amounts and new interest rate
