One solicitation process for the entire program, aka consolidated SCP-FSS-001 (Offer) Provision ● The new SCP-FSS-001 streamlines, simplifies and improves acquisition performance by: ○ Consolidating basic offeror instructions applicable to products, services, new offerors, successful contractors and TDR participants ○ Eliminating several offeror submission requirements ○ Clarifying existing offeror instructions ○ Prescribing a single simplified evaluation provision 14
