  3. Classification: Three Key Points General Classifications Compatible with Lao PDR Road Law Predominantly 2-wheeled traffic; very low volume 1. of light 4 wheel vehicles. Based firmly on the road function NOT Low volume mix of 4 wheel and 2 wheel vehicles. 2. administration No heavy vehicles Low volume 4 and 2 wheel traffic. Occasional 3. heavy vehicle Falling within the Low Volume Rural Road Predominantly low volume 4 and 2 wheel traffic. traffic envelope 4. Significant risk of heavy vehicle traffic 9 10 Road Environment: Knowledge Acquisition Rural Road Classes Natural factors Imposed factors Climate/rainfall Materials selection VI VII VIII Hydrology Traffic mix ADT 51-100 21-50 <20 Terrain Axle loads Lane 1 1 1 Materials availability Construction regime Carriageway (m) 3.50 3.00 2.50 Sub-grade Maintenance regime Shoulder (m) 1.25-1.50 0.75-1.25 0.25-0.75 Formation Width (m) 6.00-6.50 4.50-5.50 3.00-4.00 Socio-economic factors PLUS:- Axle Load Limit Sub-divisions Whole-life costing Health and safety 2.5, 6.0 Tonnes Local Employment Local Economy 11 12 3 SEACAP 3 Progress Meeting May 2007

  6. Appropriate Specifications LVRR Specifications: Review and Assessment Appropriate to the road function Existing Existing Regional National Specifications Appropriate to available materials Specifications SEACAP 1 & 8 29 No. LVRR Specifications must to be realistic and Standard Specifications achievable – otherwise they are pointless Existing Existing National Trial International Specifications Specifications SEACAP 17 ARRB, IRC. 7 No. 21 22 TASK GROUP III MCTPC Road Research Activity Develop an Appropriate Research Capability Currently little or no research activity or capacity within DoR – previously research Module 8 has been undertaken through the Gaps in Research Capacity Identified Planning and Technical Division (PTD). There is however both a need for a Module 9 sustainable research capability and an Strategy for strengthening research capacity expressed wish at ministerial level. Module 10 Adoption of the Strategy by the MCTPC 23 24 6 SEACAP 3 Progress Meeting May 2007
