INTRODUCTION

INTRODUCTION

Gladman Developments Ltd have successfully invested in communities throughout the UK over the past 20 years developing high quality and sustainable residential, commercial and industrial schemes. We are proposing a residential development

  • f up to 350 new homes on land to the north of Western Road, Silver End. The

proposals include land for a potential new primary school and playing pitches, extensive areas of open space including woodland planting, children’s play and links to the existing right of way network including the re-provision of existing permissable routes through the site in an enhanced environment. The purpose of this consultation process is to outline the details of the draft scheme and seek comments from the local community which will be considered before the planning application is lodged with Braintree District Council.

SITE DESCRIPTION

The site is located on the eastern edge of the village of Silver End and comprises

  • 16.79 hectares. The site is accessible off Western Road which forms its southern
  • boundary. The dominant land use to the east and south of the site is agriculture
  • f woodland. To the north and west of the site is existing residential development,

with village centre uses beyond this to the west. The A12 lies 2.25 miles to the south-east of the site, this leads onto the A120 to the north and A131 to the south- east.

PLANNING CONTEXT

Braintree District Council has an adopted Core Strategy, which provides the spatial planning guidance for the District up to 2026. The Council is currently looking at potential sites for residential development to meet the needs of the District over this period. In Sept 2014 Braintree District Council withdrew the Site Allocations DPD and are now working towards a new Local Plan.

the settlement’s capacity to accommodate a share of the District’s present and future development needs.

THE NEED FOR NEW HOUSING

  • housing and to make planning decisions in light of a ‘presumption in favour of

sustainable development’. Braintree District Council currently suggest that it has an adequate level of land to

  • ut in the Core Strategy substantially underestimates the actual fully objectively

assessed need in the District. The Council is currently undertaking a review of its housing need, following a market study that indicated additional housing is now

  • required. It is likely that more housing land and additional new deliverable sites will

be required to meet this need in the short to medium term.

WHY IS THE SITE SUITABLE FOR DEVELOPMENT?

The proposed development of the site would form a logical extension to the village

  • f Silver End. It is located close to existing amenities including a Co-op store

located on Broadway along with a public house: The Western Arms on Western

  • Road. Silver End Primary School, Silver End Congregational Church, a football

club and a village hall all within 800m (10 minute walk) from the centre of the site.

APPLICATION TYPE AND SUBMISSION DATE

Gladman Developments Ltd intends to submit and outline planning application for up to 350 homes to Braintree District Council in Spring 2015. This would establish the principle of development on the site. All further details will form part

  • f subsequent reserved matters applications if planning approval is granted.

DEVELOPMENT PROPOSALS

  • Up to 350 new homes, including 40% affordable properties;
  • Land for a new primary school and sports pitches;
  • A well connected highway network accessed off Western Road;
  • Provision of extensive public open space, including children’s play;
  • A partial upgraded surface public right of way and re-provision of a DEFRA

permissive footpath through the site;

  • Development located sensitively in relation to the neighbouring Listed Building

substantial offset;

  • Development backing onto adjacent residential properties on the west to

create secure backs;

  • The retention of mature trees and hedgerows where possible to soften the

development and collectively with SUDS, enhance biodiversity;

  • Additional tree planting and landscape to strengthen boundaries;
  • The integration of water sensitive urban design including two detention ponds.

  • The historic plans allude to the area’s industrial heritage. In the period from 1924 to 1955/6, Silver End had expanded and became the home of Crittall Windows. Francis
  • manor house. Many of the buildings dating back to this period are listed and are grouped around Silver Street, one of the key routes within the village.

The expansion of the village slowed in the late twentieth century, with only a few new residential properties built to the north of the village.

EXISTING LOCAL CHARACTER

SITE AND SETTING

by a robust hedgerow with mature tree planting. Western Road to the south of the site is enclosed by mature hedgerows and trees. The site is bounded by existing residential development along its western and

  • / understorey vegetation along the site boundary.

VISUAL ENVIRONMENT

The area to the north and east of the site is predominantly agricultural. To the north

  • f the site is a communication antennae. Beyond this is a quarry site which is
  • scale, broad and open with very little topographical change and generally enclosed

by robust hedgerows and mature trees.

  • small - medium size woodland blocks. There are very few agricultural buildings

and infrastructure, and the gently rolling topography does not afford any vantage points for wide long views across the landscape.

LOCAL BUILDING STYLES

The built character in Silver End is very distinctive, with an individual identity which is strongly linked to the village’s industrial past. There is a 17th century Grade

  • the southern boundary of the site. The building is a timber-framed and plastered

house built on an L shaped plan with wings to the west and north. It is largely shielded by mature trees and hedgerows. The site is situated less than 400m from Silver End Conservation Area, the core of which is focussed around Silver Street and Broadway, both containing numerous Listed Buildings dating from the early 20th century. Le Chateau on Boars Tye Road is one such building, designed by Thomas Tait in 1928. It is a 2 storey, assymetrical

Street share this distinctive, international modern idiom. Postwar development along Manors Way, Walter Way and Daniel Way is characterised by brick built, semi-detached properties with concrete tiled roofs, wood cladding and rendered panels. Some recent residential development in Silver End has sought to reference the style of the original properties within the village.

The site abuts the eastern built edge of the village of Silver End, with residential properties and agricultural land providing the immediate neighbours. Within the village there is a Co-operative store located on Broadway along with a public house: The Western Arms on Western Road. Silver End Primary School, Silver End Congregational Church, a football club and a village hall are all within 800m (10 minute walk) from the centre of the site. The site is therefore located within close proximity to a good range of local facilities. Larger scale facilities are located within Braintree, approximately 8km to the north- west of the site.
