Qualifications Needed to Run for CISD Trustee • A U.S. Citizen • 18-years-old at the start date of the Term of Service • A resident of the district for 6 months before the filing date deadline • A resident of the state of Texas for 12 months before the filing deadline See Texas Election Code 141.001 and CISD BBA Policy (LOCAL)

Time Commitment as a Trustee • A new Trustee is required by law to have 10 hours of school board training their first year and 5 hours of training every year following. • Other commitments are as follows: • Monthly Board Meetings (including prep time) • Team of Eight Training • Workshops/Special Meetings • Spring/Summer Budget Workshops • State Convention • Summer Leadership Training • Committee Meetings • Campus Invitations

Other Committees That Include Trustees • Safety & Security • City Council – Coppell, • School Health Advisory Irving, Dallas Committee (SHAC) • NTAASB • PTO Presidents • CISD Education • Others Foundation • Legislative • Chamber of Commerce – Coppell, Irving, North Dallas, Metrocrest, US India Chamber DFW, etc. • DEIC • NCTCOG

Roles & Responsibilities Leadership Team The Board “The trustees as a body corporate have the exclusive power and duty to govern and oversee the management of the public schools of the district.” Tex. Educ. Code Sec. 11.151b Because the Board is a body corporate , members can perform no valid act except as a body at meetings properly conveyed and conducted. Case Law. See Policy BBE (LEGAL)

  9. Roles & Responsibilities Leadership Team The Superintendent “The superintendent is the educational leader and chief executive officer of the school district.” Tex. Educ. Code §11.201(a) See Policy BJA (LEGAL) The duties of the superintendent include: managing the day-to-day operations of the district as its administrative manager. TEC §11.201(d)(5) See Policy BJA (LEGAL)

  10. Key Board Responsibilities • Adopting Superintendent goals and evaluating results • Adopting and evaluating policies • Hiring and evaluating the Superintendent • Adopting the district budget and setting a tax rate • Communicating with the community • Advocating for the district

Examples of Division of Authority Board Task Superintendent Task The “WHAT” The “HOW” Establish goals and evaluate results Assess needs, recommend goals, develop action plans Establish policies Implement policy, set administrative procedures Adopt budget and set tax rate Prepare and administer budget Evaluate superintendent Evaluate staff Approve contracts for professionals Recommend professionals, hire and (according to policy) assign other staff Listen to public opinion and report Include the public and keep them district progress informed

  12. Filing Deadlines & Web Postings • First day to submit candidate application – January 15, 2020 • Deadline to submit candidate application – February 14, 2020 at 5 p.m. • Candidate applications and campaign forms will be posted on the CISD website after filing deadline

Tips for Campaigning Constructively • Maintain high ethical standards • Communicate with current Board Members and the Superintendent to: Establish positive relationships with them o Learn the facts about district issues o Focus on service o Avoid criticism of individuals o Make appropriate promises o • See Texas Association of School Boards (TASB)
