Option 2 – DISCRETIONARY

Development Approval Pathways

 SCG and DAC appointed as the relevant bodies to accelerate the planning

and development approval processes for ROSAS

  • The SCG has the power to issue an approval from the requirement to obtain

Development Plan Consent

  • Once the SCG has approved a proposal the DAC becomes the relevant body for issuing

Development Approval

 This process includes a planning exemption for both:

  • built form
  • land division proposals

 On land owned by the SA Housing Trust

Development Approval Process

 This process has been approved by the State Government to ensure the ROSAS

programs are implemented in a timely manner to renew housing stock as well as to stimulate the economy.

 This process has been approved under relevant development legislation and

requires the SCG to have regard to planning controls that provide a streamline and justified decision making process (approving development that could

  • therwise be approved).

 This process is being managed by the Department for Planning, Transport and

Infrastructure (DPTI) and the Development Assessment Commission (DAC), with Renewal facilitating development applications through the ROSAS program.

 The SCG can not deal with matters external to the site. Such matters need to be

addressed prior to lodgement.

Performance Criteria

 Proponents will be responsible for satisfying performance criteria in order to

  • btain State Coordinator-General.

 Three streams may apply to Woodville Gardens:

  • Stream 1/1A: detached, row, semi detached dwellings, 1 to 3 storeys, excluding residential flat

buildings and apartments and associated land division proposals

  • Stream 2: four storeys or more, and all residential flat or apartment buildings and associated land

division proposals.

  • Stream 3: stand alone land division proposals

Application Process

 Proponents forward copies of their planning documentation to Renewal SA for

review.

 If satisfactory, Renewal SA will submit an application to the State Coordinator-

General for approval.

 Renewal SA will notify the proponent once SCG approval has been issued.  Proponents then obtain Building Rules Consent (BRC) through their own preferred

certifier.

 One BRC has been granted, proponents forward copies of the BRC to Renewal SA

who will submit it to DAC for the issue of the Development Approval.

 Renewal SA will notify proponents once the Development Approval has been

issued.

SA Industry Participation Policy

 SA IPP key objective is to ensure that capable South Australian small and

medium enterprises are given full, fair and reasonable opportunity to tender and participate in significant publicly funded or supported projects.

 The proponent must sign an SA IPP Declaration of Intent as a mandatory

requirement of this Expression of Interest.
