WARP Advisory Committee Background and Role
- The idea to form the Advisory Committee came about after our first open
house for the WARP.
- The project team found that there is a diverse group of residents that live in
Westminster and decided the best way to get a cross section that fairly represented Westminster was to form this Advisory Committee.
- Made up of Westminster neighbourhood stakeholders (either live, work or
- wn a business in Westminster)

WARP Advisory Committee Background and Role
- Expected Time Commitment
- 25–30 hours of work for the entire project (10-12 months), including:
- Attendance at 8-10 in-person evening meetings over the next 10-12 months (approx.
20-25 hours)
- Review of various written material every 2–3 months (approx. 5-10 hours)
- Who makes up the Advisory Committee
- Members of the Advisory Committee represent the various values and interests
that exists within the neighborhood.

It is important that our existing neighbourhoods retain their ambience and not be affected by unplanned
- redevelopment. However, we cannot restrict
redevelopment completely as our neighbourhoods have life-cycles and without thought out redevelopment, neighbourhoods eventually lose their vitality – built environment and population diversity. Redevelopment welcomes more people and creates renewed vibrancy which benefits the neighbourhood and the city as a whole.
Neighbourhood Life Cycle
YEARS 1 – 12 Community Development nears completion; the residents who move in are typically young families. YEARS 13 – 20 Community is completed; families continue to grow and population reaches its peak. Years 37 – 50 When revitalization begins, the neighbourhood gains vitality, new families move in, businesses begin thriving again, new investments improve infrastructure. Years 37 – 50 Without revitalization neighbourhoods decline, schools may close, transit is reduced, local business struggle to thrive, lack of investments leave infrastructure unmaintained. YEARS 21-36 Population begins to decline as children grow up and leave home.

- Our first approach to get to know Westminster was to learn about what
was on the surface: The condition of the buildings in the Neighborhood.

- To learn the condition the buildings in the neighbourhood are in

- The ratings were determined by following the criteria on a building
condition rating rubric, included in your package!
- Each house was rated individually and the most frequent value was

- 74% of the rated blocks as a whole are in Excellent Condition
- Only 25.% of blocks as a whole are in Average Condition
- And only 1% of blocks as a whole are in Poor Condition
There are unkempt homes in Westminster, but that is not the norm, throughout the neighborhood there is a significant number of homes that are well cared for. Poor Average Excellent
