National Roads Fund
- £28.8 billion Fund dedicated for highway improvements (2020-2025)
- Created by hypothecating English Vehicle Excise Duty
- Strategic Road Network (Highways England) (RIS2) will be allocated £25.3bn
- r 88% of the fund
- The remaining £3.5bn or 12% will be available through a competitive bidding
process for the Major Road Network and Large Local Major schemes
- The split and annual profiling has not been confirmed
What improvements can be funded?
Major Road Network funding is for:
- Bypasses
- Missing Links
- Major structural works
- Major junction improvements
- Use of smart technology
- Packages of improvements including: safety, road widening, junction
improvements MRN schemes should cost in the region of between £20m to £50m
What improvements can be funded?
Large Local Majors funding is for: Exceptionally large - potentially transformative local schemes – such as:
- Dualling
- Bridges
- Motorway junction improvements
Bids were made by LEPs in the previous funding round LLM schemes should cost over £50 million.
Strategic and major road network
Applying for funding
- Sub-National Transport Bodies are required to identify up to 10 MRN
priorities & 2 or 3 LLM schemes for delivery between 2020-2025
- They are also required to identify a pipeline of future MRN / LLM
priorities for delivery post 2025
- For MMR and LLM funding (2020-25) the deadline for submitting of sub-
national priorities is the end of July
- An announcement on the funding allocation for the first two years of the
fund is expected in the Autumn
Emerging scheme priorities – call for schemes
- 13 LLM schemes identified - type of schemes:
– Bypasses / highway realignment – Motorway junction improvements – Dualling
- 15 MRN schemes identified - types of schemes:
– Highway structures – Corridor packages – Enablers of growth – Bypasses – Pinch-points
Prioritisation process
Each scheme was appraised against the MRN guidance:
- Greater weight was given to those schemes that:
– Alleviated Congestion – Supported Economic Growth & Rebalancing – Enabled Housing Delivery
- Other considerations within the appraisal process included:
– How the scheme supported all road users – How the scheme supported the Strategic Road Network – When construction of the scheme was programmed to begin

- These scheme can be grouped under three Western Gateway objectives
