- We provide national learning resources for practising pharmacists
and pharmacy technicians in England
- We are based at a university to assure academic standards
The Declaration of Competence system is supported for use across England by Health Education England, and endorsed by NHS England and PH England.

What is the DoC system? Aim:
- to assist the development and provision of
consistent, sustainable high quality pharmacy services for patients
- to provide assurance to employers and
commissioners of practitioner competence

Pharmacy professionalism and DoC

The General Pharmaceutical Council (the regulator for pharmacy) states that pharmacy professionals are responsible for maintaining and improving the quality
- f their practice by keeping their
knowledge and skills up-to-date and relevant to their role and the services they offer.

- Each DoC is underpinned with core competencies of:
- Consultation skills for pharmacy practice
- Safeguarding children and vulnerable adults
- Different levels of service are addressed
- Pharmacy professionals revisit the DoC every three years unless the
service specification requires more regular revision

Step 5 – Update your CPPE record to confirm you have signed your statement of declaration for each service Step 4 – Declaration. Print off Declaration of Competence Statement (certificate) and sign Step 3 – Revisit competency framework to complete the outstanding self- assessment Step 1 – Learning/assessment: reflection on previous learning, training and assessment (see learning pathway) Step 2 - Completion of self-assessment DoC framework to identify gaps in knowledge skills and behaviours “ Can you….?” Fill the gaps!
How to be service ready: Declaration of competence (DoC)
- Pharmacy professionals are responsible and accountable for keeping their
knowledge and skills up-to-date (GPhC).
- DoC is a self-assessment framework which supports pharmacy
professionals in demonstrating that they have the skills and knowledge to deliver a quality service.
- Competencies are mapped to a learning pathway and include clinical,
ethical and legal aspects of delivering a service.

- The DoC you sign is your way of confirming you are service ready.
- National templates
- National Services – e.g. Advances Flu Jab – one DoC fits all.

How to be service ready: Declaration of competence (DoC)
- Locally commissioned services – DoC must reflect local requirements
- Need a DoC for local service in each area you work
- e.g if you work in Staffordshire and Stoke will need to complete EHC DoC for each service
- PharmOutcomes sign ins are for the pharmacy
- One enrolment module per area on PharmOutcomes
- National framework does not mean you can deliver service other than that
commissioned locally
- e.g. Varenicline in Stoke is supply service only and signing your DoC does not make you a smoking advisor

How does CPPE support the DoC system?

- CPPE hosts DoC on the CPPE website
- Community pharmacy-specific area linked to CPPE learning record
- Commissioner-specific area where they can access each DoC and
the learning and assessment overviews
- Links personal learning and development records of pharmacy
professionals to DoC
- Links personal learning and development records to pharmacy IT
systems such as PharmOutcomes. Working with others to expand this.

- NEW – Step 5 - allows you to confirm you have signed your statement of
declaration for a particular service and the date of declaration
- AND allows PharmOutcomes to read your declaration
- This should be backdated by everyone who has previously completed a DoC
for a service with the date that the DoC statement was originally signed
Important things to remember about DoC

Your Professional Responsibility
- You are signing to say you have gone through the framework
- You are signing to say you have competence to deliver service
- Commissioners are not expected to check your DoC is accurate
- False declaration is your responsibility
- Unless specifically requested do NOT send a copy of DoC
- DoC only allows service delivery within terms of SLA & PGD in
your area
- Ensure you include all LOCAL requirements on DoC
