Car Rental Surcharge

  • Rental motor vehicle surcharge increased to $5.
  • Estimated to generate $10.5M annually for Maui

County.

  • Estimate we will be able to receive $18M to $19 per

million when we use that funding as pledged revenue bonds. This will generate about $190M on a 20 year loan.

  • Priority Projects are:
  • Lahaina Bypass Phase 1C - $70M
  • Puunene Avenue Widening – $25 to $35M
  • Paia Bypass - $70M to $120M

Climate Change and Hawaii Roads

  • Assumptions for Coastal Roads and Sea Level

Rise

  • Hawaii will have to contend with the impacts of

climate change on our coastal roads

  • The Hawaii Climate Change and Adaption

Commission forecasts 3.2 feet/1 m sea level rise by 2100

  • 10-15% of the state’s highway system would be

affected

State Highway Shoreline Protection Study

  • Updated the 2003 study with new methodology. Report is

being finalized and will be available soon.

  • Methodology
  • Sites are evaluated using the Coastal Road Erosion

Susceptibility Index (CRESI).

  • CRESI uses 11 different variables (Beach

Geomorphology, Coast Geomorphology, Erodible Volume, Slope, Coast ground cover & structures, Road base/subgrade, Armoring, Relative sea level change rate, Shoreline accretion/erosion rate, Mean tidal change, and Significant wave height.

  • Expected traffic impacts (of the use of the roadway

being effected by coastal erosion) and surrounding land use is also considered.

  • #4 – Honoapiilani Highway @ M.P. 14.3 to M.P. 14.5
  • #6 – Kamehameha V Highway @ M.P. 14.7
  • #7 – Kamehameha V Highway @ M.P. 16.3
  • #11 – Honoapiilani Highway @ M.P. 11.6
  • #12 – Honoapiilani Highway @ M.P. 12.1 to M.P. 13.7
  • A feasibility study to collect archaeological

information, topography and alignment options will be done to address Priority #4 in the near term.

  • A Planning and Environmental Linkage Study will be

done to address M.P. 10.0 to M.P. 18.5 to address the entire corridor.
