Transport for West Midlands (West Midlands Combined Authority):
Introduction: The WMCA is made up of the seven Metropolitan Authorities (Birmingham, Coventry, Dudley, Sandwell, Solihull, Walsall and Wolverhampton), as well representatives from the three Local Enterprise Partnerships and five non-constituent Authorities who also form part of the WMCA. The West Midlands Combined Authority (WMCA) has been established with a purpose: to plan for, and deliver, a transport system (the TfWM link) across the West Midlands Metropolitan area that will boost
- ur regional economy and improve the daily lives of our residents and workers.

The Role of Transport in the Region: As a key part of our Strategic Economic Plan to improve the quality of life for everyone who lives and works in the West Midlands, the West Midlands Combined Authority is fully supportive of the Midland Metro and the part it will play as it grows. The Metro is a key pillar of economic development, greater integration and transport modal choice, and as it grows it will give wider journey opportunities, and represents a key investment opportunity for yourselves in the wider marketplace.

Procurement Exercise: Transparency & Fairness:
The Procurement team are responsible for continuously improving practices having regard to economy, efficiency and effectiveness through the planned and skillful management of procurement and supply
- chains. This approach also extends to undertaking this procurement exercise in a transparent and fair
manner. This is achieved by:
- Publishing the opportunity within OJEU (EU Law), Contracts Finder (UK Law) and any other media
deemed appropriate by WMCA
- Making all documentation free and accessible to all
- Ensuring transparency throughout the process by responding to prospective bidder queries in a clear
and professional manner
- Consortium bids allowed
- Developing clear Evaluation Criteria, Methodology and Weightings for both PQQ and ITT / ITN Stages
- Providing constructive feedback to all bidders deemed unsuccessful regardless of elimination stage
- Observing Alcatel Mandatory Standstill Periods

Project: Description: Birmingham City Centre Extension (BCCE) Finishing Works Complete outstanding works from BCCE scheme. Develop and obtain relevant highway approvals including traffic management and National Express permits where required. Undertake review of design and site conditions including surveys where necessary. Centenary Square Extension (Pinfold St to Centenary Square) (CSQ) 800m extension of existing Line 1 Metro route from Birmingham Grand Central onward from Stephenson St, up Pinfold St, Paradise St and past Paradise Circus onto Broad St. Edgbaston Extension (Centenary Square to Edgbaston 1.3km of new tramway consisting of two intermediate stops at Brindley Place and Five Ways, with a terminus at 54 Hagley Road. Wolverhampton City Centre Extension (Pipers Row to Railway Station) 700m long extension of existing Line 1 Metro route along Pipers Row and Railway Drive to Wolverhampton Railway Station. Bilston Road Track Replacement – Phase 2 Track replacement on the phase two works is approximately 1.3km. This section of line

Project: Description: Wednesbury to Brierley Hill The route is 11km operating between Wednesbury and Brierley Hill through the Metropolitan Boroughs of Sandwell and Dudley. There are 17 proposed stops East Birmingham Solihull The route is a continuation of the Birmingham eastside extension (BEE).The East Birmingham to Solihull (EBS) runs between Digbeth until international airport of
- Birmingham. The route is 16.5 kilometres long and there are 19 proposed stops.
