  3. Why Now? • Start of 2019 • Pressure on the Parish from commercial developers and TWBC targets • NDP aiming to be completed later this year • Good time to align our limited resources in tackling challenges and delivering solutions

Why Local Authorities and Parish Councils support CLTs • Help meet housing needs and target and by providing permanently affordable accommodation • Involve residents in addressing housing need • Empower communities so that they became more self-sufficient, cohesive, resilient and sustainable • Bring investment , jobs and resources into the area.

Support Local Authorities and Parish Councils provide • Leadership - by supporting the aims of their CLT • Partnership - in identifying need and delivery of affordable homes – and other amenities • Policy environment – via Local Plan and NDP • Land - made available through planning policy and identifying and/or gifting sites.

CLTs working in partnership with PCs/NDPs & LAs ASHTON HAYES & HORTON-CUM-PEEL NDP 2017 ….. 98% agreed that new housing development should be community-led through strong and genuine partnerships with developers or community-owned organisations such as a community land trust. The consultation process …. identified a number of problems, desired improvements and policies that fall outside the mandate of this NP. These have been captured in a proposed Community Action Programme (CAP) . They will be pursued by the Parish Council CAP process. The parish council to enable and support the creation and operation of a Community Land Trust

  12. CLTs working in partnership with PCs/NDPs & LAs BRADWELL PARISH NDP 2015 Other ideas and projects, which are not policies, are captured in a separate Community Plan. It is intended that the Bradwell Community Land Trust (CLT) be set up to facilitate a number of aspects of this Plan. The CLT would administer monies gained via a legal agreement attached to a planning permission to ensure a phased delivery of local needs affordable housing.

CLTs working in partnership with PCs/NDPs & LAs East Bergholt Parish Council NDP 2015 The need for low cost market housing for first time buyers has been expressed in the responses to the Questionnaire. 3.4 Projects These do not form part of the Neighbourhood Development Plan. Project - EB2 Establish a Community Land Trust as the means of delivering homes for local people and to deliver Affordable Housing, to offset private sector provision, in or near to the village centre, for shared ownership or rentable propert ies.

What A not-for-profit community organisation , run by volunteers to benefit the social, environmental and economic interests of the Parish: • legally incorporated as Crane Valley Land Trust Ltd • a community benefit society empowered to raise funds, borrow up to £250 million, buy and sell assets, and form partnerships • governance modelled on the NCLTN standard rules with an elected interim board of Directors How By acquiring land and other assets to develop permanently affordable housing and other amenities for lasting community benefit in accordance with PC and NDP policy.

Why Help meet Cranbrook & Sissinghurst housing targets and deliver NDP affordable homes component • Provide alternative to low quality, mass housing, dormitory estates • Deliver local housing solutions that: • integrate community • grow economy • enhance environment, revitalise land use • High quality design and construction • Sustainable, energy efficient/Passivhaus • Sensitive to town & landscape setting • incorporating core business interest - employment, tourism, productivity

Funding Social Investment Funds - are available via the NCLTN, once incorporated, to get proposals through planning and homes built ‘Getting to planning stage’ funding • £70k or approx ’ £2.2k per house for costs to prepare plans, commission architects and submit for full planning permission. Only repayable on successful planning approval ‘Getting your homes built stage’ funding • £400k to develop site to completion DCLG via TWBC • £30k for securing option agreements on land

  19. Funding Other funding sources A wide range of other financing options are open to CLTs, including: • Community Housing Fund Phase 2 grants - £161m pot • Homes England ‘Home Building Fund’ - 70% of project total up to £250m • ‘Power to Change’, Community Business Fund - up to £300k

  20. NDP CVLT synergies A large number of sites across Cranbrook & Sissinghurst have been put forward under SHELAA and are being assessed by the NDP. Members of the CVLT have contributed as individuals to the NDP process and work closely in support of its development. The CVLT is ready to work with the PC to help fulfil the affordable housing needs of the NDP on sites considered as suitable for development by the PC/NDP.

  21. Business model Engage landowners of shared vision and in line with NDP Policy • Secure option agreement – using DCLG/TWBC £30k Set-up JV partnership agreement with charity developers • Conduct full site viability assessment with PC • using Social Investment Funding via NCLTN and CHF Phase 2 grant • Pre-app and planning permission • using Social Investment Funding via NCLTN Purchase land / prepare site / build • JV partner capital, SIF & HE HBF, CVLT-raised capital if needed Realise value • Sell or rent at affordable price • Retain profit for next community project • Retain freehold in perpetuity for community

  22. Principles of operation The NDP leads and the CVLT follows: CVLT will only explore potential developments that are fully aligned with the emergent NDP Policy Framework and the NDP Plan, when ratified. The AONB guides: CVLT will only explore and develop sites in accordance with the High Weald AONB Unit Policies and Management Plan and with their full support and endorsement.
