  3. + What is a Neighbourhood Development Plan? n A new right for a local community to have a real say in the planning system n A statutory document that all planning applications in our parish will be judged against n Written locally by local people n Shaped by the views and concerns of those who live in the parish

  4. + Why is it important? n Gives us a real say in what development we want in our parish n No up-to-date local policies to defend us from excessive and/or bad development n We can push issues that matter to us e.g. environment, rural setting, community n Achieve community gain n It’s not just about housing!

  5. + n Our vision is that “By 2031, the Parish of Salford Priors will be a safe, thriving rural community with a strong voice, which conserves its natural environment and historic character.   6. + n To meet the Core Strategy housing numbers we conducted a ‘call for sites’ last summer n Aim was to identify suitable sites that Progress in the last the community could support rather than sites brought forward by the large year house builders n Received 10 sites 1) Vision, issues & objectives n Independent planning assessment and 2) Call for sites public consultation in November 2014 3) Exhibitions n Consultation Draft NDP will bring 4) Draft NDP forward 8 n Most small-scale; larger sites offer real community gain

  8. + n Draft NDP covers the following main areas: n Environment n Built heritage Progress in the last n Transport year n Community n Housing development 1) Vision, issues & objectives n Affordable housing 2) Call for sites n Commerce and tourism 3) Exhibitions 4) Draft NDP

  9. + Environment Policies n Protecting trees, woodland and hedgerows n Development proposals should increase and retain woodland, trees and hedgerows and incorporate new planting of native species n Hedgerows replacement with other boundary treatments such as fences will not be permitted n Protecting best and most versatile agricultural land n Sustainability and renewable energy

  11. + Special Areas for Protection The Wetlands (behind the Church of St. Matthew’s) The Church Fields (located in front of the Church of St. Matthew’s) The Pool by Worcester Meadows Garrard Close Pond Quarry Pools The Orchards, Dunnington The Brooks (Ban Brook and County Brook)

  12. + Heritage Policies n Protecting the heritage and historic character of the parish n “All development proposals will be to preserve and enhance the heritage and historic character of the Parish” n Local buildings of interest n 29 historic buildings n Conversion of redundant agricultural buildings

  13. + Transport Policies n Footpaths and cycleways n Retain public footpaths, cycleway, bridleways and rights of way n The creation of a cycleway linking will be supported n Traffic and highway safety n Appropriate road speed limits, speed enforcement measures, lighting and suitable footpaths and cycleways n Traffic management measures should not lead to excessive signage, road markings or lighting

  14. + Community Policies n Development within the community n “Development proposals should seek to encourage a strong neighbourly community and integrate with and enhance the sense of a friendly, close, village life” n Community buildings n Improvements to existing community buildings are needed n Additional indoor space for community activities n Community assets: Village store, Post Office, Pubs and Memorial Hall n Leisure and recreation facilities n Retaining Playing Field facilities Children’s play equipment n Outdoor sports, Creation of new village green n Run/trim track,

  15. + Housing Development Policies n Policies to limit developments to suitable, sympathetic ones n Allocated sites (8 in total) n Two small sites in Rushford (6 dwellings) n Three small sites in Abbot’s Salford (circa 10 dwellings) n Three sites in Salford Priors (2 dwelling site, 10 dwelling site, 66 dwelling site) n Non-allocated sites n Small scale and meets the policies in the plan

  16. + Affordable Housing Policies n Affordable housing n All proposals for 6 or more new homes must provide affordable housing n At least 40% affordable on these sites n Affordable homes should be designed to be well integrated with its surroundings and with new homes on the site n Affordable homes to be offered to people with a local connection in the first instance

  17. + Commerce and Tourism Policies n Existing business and employment use n Promote and sustain the rural economy n Proposals for a change of use to residential would need to demonstrate that it is no longer viable as an employment site n Proposals will not generate trips by HGVs n Farm diversification n Live/work units and homeworking n Rural tourism n Proposals for new tourism development appropriate to a rural area will be encouraged
