  • We were unable to achieve the 95% national

standard for treating patients within 4 hours in the Emergency Department,

  • We did not achieve the 92% national standard for

the number of patients waiting less than 18 weeks for referral to treatment.

  • Our IT infrastructure remained unreliable and on
  • ccasion a hindrance to staff
  • But our priority is always patients safety, and our

staff continue to do us proud

But we faced considerable challenges

  • Despite working with partners in each locality all our Care Organisations

experienced significant increases in demand for urgent care, and in certain specialties

  • The NAAS system celebrated its 10th anniversary at the Salford Care

Organisation in 2018

  • By March 2019, 35 out of 43 wards and 11 community services had

achieved SCAPE (Safe, Clean and Personal Every Time) status, demonstrating excellent leadership and high quality care.

  • NAAS was first introduced in September 2016 at Pennine. In 2018/19,

50% of our wards had achieved ‘green’ status, and 2 of these have additionally achieved SCAPE status.

How we maintain quality in the face of challenges:

Example 1: The Nursing Assessment and Accreditation System (NAAS)

Improvements achieved:

  • 100% of wards engaged in the #EndPJParalysis campaign
  • 23% reduction in falls, and 17% reduction in length of stay

for the ‘Top 5 wards’ engaged in the campaign

  • Winner of two awards at the National End PJ Paralysis Awards

Further improvements identified:

  • Expand the initiative into community services
  • Launch of the ‘Dining Companions’ scheme enabling

volunteers to spend mealtimes with inpatients

The NCA is committed to providing equitable care irrespective of place of dying, for every patient, every family and every time. Improvements include:

  • Bereavement Support Groups
  • Continued improvement of mortuary environment and facilities
  • Swan car park vouchers for those visiting loved ones at end of life
  • Seven day week working for the Bereavement Service
  • Appointment of Mental Health Bereavement Liaison Worker
  • Staff trained and empowered to offer mementos every time to every

family At the first ever Greater Manchester Health and Care Champion Awards in July 2018, the NCA’s SWAN bereavement team was awarded the collaboration award for its exemplary work providing support to the victims and their families following the Manchester Arena bombing in 2017

  • Staff recruitment and retention remains one of the biggest challenges

affecting NHS Trusts across the country; despite this we bucked the trend:

  • Pennine’s nursing vacancy rate fell from 13.86% to 7.66% as at end of

2019

  • Salford has one of the lowest vacancy rates in the NHS (nursing)
  • Steady reduction in Pennine and Salford Royal’s medical vacancy rate in

2018/19

  • We launched the new People Strategy. This aims to increased staff satisfaction,

the support they have to do their job and help them in their career aspirations. Activities included:

  • A new Contribution Framework the clearly aligns NCA objectives and staff

activities, and provides feedback on values

  • A new Talent Management Programme, that is aimed at supporting staff in

their career ambitions and ensuring we have “bench strength” in our leadership positions

  • Focus on the CPD needs of our staff, prioritising L&D training programmes

National Institute for Health Research (NIHR) Clinical Research Network studies in England, recruiting almost 44,000 patients across 342 different studies.

  • All 3 of our Clinical Research Facilities (Fairfield, Salford and Oldham)

were shortlisted in the Pharma Times International Clinical Researcher

  • f the Year Awards, with Oldham achieving 2nd place
  • Neurosciences became a designated MAHSC domain, in recognition of

position for 2018/19 was an £15.8m surplus.

Role of the Council of Governors

In broad terms, the Council of Governors is responsible for:

Fulfilling our Statutory Duties

Governors have a number of statutory duties. During the year we:

  • Approved the appointment of the new Chief Executive, Mr Raj Jain
  • Provided input to the appraisals of the Non-Executive Directors and

the Chairman;

  • Appointed 2 new Non-Executive Directors and reappointed the

Chairman

  • Represented the interests of members and the public through the

Group Council of Governors and Care Organisation Subgroups

  • Held the Non-Executive Directors to account by seeking assurance

On ward G1 at The Royal Oldham Hospital patients reported long waits in the discharge lounge We extended our private ambulance service in the discharge lounge, from 11am – 9 pm, 7 days a week The Team now have a support worker with a tabard ‘happy to help’ printed on, patients are really pleased and now know who to ask Day Surgery patients at North Manchester were unsure who to ask about their procedures as the nurses looked so busy

Patients did not always feel there was time to discuss their experience with staff in clinic Listening Clinics which give patients more time to discuss their hospital experience are being set up in Bury/Rochdale Estates to install signage to direct patients/visitors to the new PALS Office also a sign with the PALS number at the Main Entrance PALS desk left unmanned with no PALS contact number to ring at Salford Royal Main Entrance
