 As per originally envisaged Plan, Banks have to

complete 100% opening of No Frill Accounts. However, Banks are given revised target of providing Banking services in the villages with population of 2000 and above by March, 2012. This programme is being implemented by banks

interest subsidy in respect of loans disbursed under ISHUP before 31st March, 2011 and also ensure that the set target is achieved under the scheme.

Agriculture and Allied Activities

Interest waiver of GoAP on crop loans extended upto 30.11.2010.

It was clarified that interest waiver is available in respect of all the crop loans allowed in the flood/heavy rain affected mandals (680 mandals) from 01.04.2010 to 30.11.2010 in respect of all the following categories:

1.

Crop loan availed and repaid before 31.03.2011 – Interest waiver is available up to the date of repayment

2.

Crop loan availed and still outstanding as on 31.03.2011 (with out rescheduling

  • r repayment) - Interest waiver is available up to 31.03.2011

3.

Crop loan availed is rescheduled before 31.03.2011- Interest waiver is available

  • n crop loan up to the date of reschedulement and on rescheduled loan account from

the date of reschedulement up to 31.03.2011.

GoAP has released the operational guidelines and we have suggested certain

  • changes. The revised guidelines are to be received.

Tenant farmers

GoAP has introduced `Loan eligibility and other benefits’ Cards bill in the Assembly and perhaps this initiative may be the first of its kind in the country. Banks have financed 89,000 tenant farmers through 10,700 JLGs during the current year. SLBC of Andhra Pradesh Andhra Bank

Agriculture and Allied Activities

Coverage of New Farmers:

Banks have financed 7.00 lakh new farmers this year. Each rural / Semi- urban Bank branch may finance a minimum of 100 New Non Loanee Farmers during the year 2011-12. Kisan Credit Card scheme:

Hon’ble Union Finance Minister advised all the Banks to increase 20% in Kisan Credit Cards in quantum of finance as well as number of farmers during this financial year. Banks may take steps for implementation of Kisan Credit Card scheme in its true spirit. In our State Banks have financed 89.96 lac farmers under the Scheme.

Reschedulement of Khariff, 2010 loans

 It was estimated that out of Rs. 11,637 Cr of Khariff 2010 crop

loans eligible for reschedulement, farmers have come forward to reschedule about Rs.777 Cr. crop loans, constituting only 7%. It is estimated that about 20-25% farmers would have repaid their khariff, 2010 loans.

 As per the RBI guidelines, the rescheduling is to be completed

within three months from the date of calamity. It was advised that- to facilitate other farmers to reschedule their loans, the due date may be extended. This will facilitate the farmers affected to reschedule their loans and get fresh loans for Khariff, 2011.

A P Smart Card Project

In Andhra Pradesh 70 lakh Smart Cards were issued and it is estimated that there may be a need for 50 lakh Smart Cards to be issued for MGNREGS and Social Security Pension Schemes.

With regard to payment of incentive by RBI on the Smart Cards put to use up to June,2010, Banks have already submitted the reconciled data.

RBI may kindly consider extending the date for giving incentive to Banks from the earlier specified June, 2010.

RBI Outreach Activities

The outreach activity was the flagship event of the Platinum Jubilee year celebrations of the Reserve Bank of India.

The outreach events across the country were chosen to further financial inclusion, with particular focus on financial education and literacy. An important aspect of the outreach activities was making the Banking Ombudsman as integral part of the activities so that there could be spot redressal of some of the grievances.

During the outreach visits, information was disseminated through lectures, demonstrations, interactions, skits, posters, short films, pamphlets, comic books, displays and computers. Quiz programmes and essay competitions, exchange of notes and coins were organised.

The top management of the Reserve Bank of India participated in outreach programmes organised in the remote unbanked villages’ across the State.

Recently, an outreach programme is organized on 25th & 26th March,2011 by Reserve Bank of India at Rampachodavaram, East Godavari District.

Common Service Centers

Government of India has formulated a National e- Governance Plan with the vision of providing all Government Services in an integrated manner at the doorstep of the citizen, at an affordable cost. One of the models for delivery of “Web-enabled Anytime, Anywhere access” to information and services in rural India under the project Common Services Centers (CSCs).

SLBC has taken up the matter with GoAP to inform the details

  • f the villages where CSC project is being implemented. It is

informed that they are contemplating to open CSCs in a total of 3823 villages and in respect of 627 villages CSCs are already

  • pened. In other villages, CSCs will be opened. The list of the

villages was sent to all the Banks with an advise to explore the possibility of utilizing the services of CSCs in the respective villages for implementation of FIP.

RSETIs- Extending finance to Trained candidates by Banks

The RSETIs in the state are estimated to train 18000 – 20000 trainees in self employment oriented activities during 2011-12. If 70% of them take up self employment through bank credit, the annual credit requirement work out to approximately Rs.70 crore (assuming a credit linkage of Rs.50,000 per unit to 14000 units).

All the banks may advise their Rural and Semi Urban branches to take up financing of at least one RSETI trainee per quarter which will enable financing of 19,636 trainees during the year as our State is having 2931 rural and 1978 semi urban

  • branches. LDMs may regularly follow up the matter.

Financial Inclusion Plan – Above 2000 Population Villages

The Sub Committees of DCCs constituted at district level may regularly review the progress of implementation and take up re- allocation of villages wherever required.

All the Controlling Authorities of Banks and Lead District Managers are requested to submit monthly progress report to SLBC, to enable SLBC to submit consolidated position to Union Ministry of Finance and RBI.

In the State Level Sub – Committee Meeting which was chaired by Secretary, Finance (IF) dept. of GoAP, the Banks have committed to complete FIP in a minimum of 2,500 villages by the end of March, 2011.

Financial Inclusion Plan – Below 2000 Population Villages

In the meeting held, the Union Finance Minister has advised all the Banks to take steps for covering villages with below 2000 population also simultaneously.

As per the direction, SLBC has initiated steps and sent the list

  • f villages to all LDMs with an

advice to complete the allocation to enable banks to take steps for implementation of FIP.

SME Sector – CGTMSE

At the instance of Reserve Bank of India SLBC of AP has allotted more than 10000 units to all the Banks in Andhra Pradesh with a request to re-allot the same to their branches for achieving the target for the year 2010 – 11. It was advised that the PMEGP loans may also be covered under CGTMSE scheme as per the eligibility.

The progress made during the financial year i.e. 01.04.2010 to 15.03.2011 is as follows:

Banks have covered the Micro, Small Enterprises under CGTMSE Scheme for 6630 units with a coverage amount of Rs.

  • 418. 73 Crs.

The progress is very low in Chittoor, Khammam, Nalgonda, Nizamabad and Warangal Districts.

The matter is being discussed in the Steering Committee Meetings and advised all the Bankers to take appropriate steps for reaching the target.

SME Sector – Viability Studies

 In the SLIIC Meeting held on 09.01.2011, on the above

subject, Reserve Bank of India advised all the Bankers to

 Initiate immediate steps for regularly conducting

viability studies and submit progress reports to RBI.

 Analyze the reasons for low percentage of viable

sick units and inform the findings to SLBC to enable SLBC to discuss in SLIIC meeting.

Lending to Minority Communities

As on 31.12.2010, lending to Minority Communities under Priority Sector lending is Rs.10,543 crores forming 7.22% of Priority sector advances.

Ministry of Finance, Govt. of India vide lr. no. F.No.15 (1), 2010- CP dated 9th April, 2010, advised to all Public Sector Banks to step up their Minority Community Lending (MCL) to 15% of their Priority Sector Lending (PSL) over three years i.e. by end

  • f 2009 – 10.

The target of 15 per cent of Priority sector lending to Minority Community Lending should be maintained for the next three years i.e. up to 31.03.2013.

The forum may discuss the strategies to be adopted by the banks for achieving the goals by March, 2011.

Lending under DRI

Finance under DRI:

As on 31.12.2010, the credit outstanding to DRI is Rs.317 crores.

As per the Reserve Bank of India guidelines “All banks should lend under DRI scheme minimum of 1% of their aggregate advances as at the end of the previous year.

In most of the Steering Committee / SLBC Meetings the matter was discussed and advised all banks to pay special attention and advised to lend the Government sponsored schemes under DRI scheme.

NPA/ Overdue Position under various sectors

Short Term Agriculture Crop Production Loans:

The overdue position is 4.6% with the outstanding balance and in real terms it is Rs.1289.22 crores. In respect of NPA it is 4.33% and in real terms it is Rs.1216.32 crores. Agriculture Term Loans:

The overdue position is 3.85% with the outstanding balance and in real terms it is Rs.601.78 crores. In respect of NPA it is 2.59% and in real terms it is Rs. 405.39 crores. Agriculture Allied Activities:

The overdue position is 2.47% with the outstanding balance and in real terms it is Rs.343.36 crores. In respect of NPA it is 2.19% and in real terms it is Rs.304.37 crores. Total Agriculture:

The Overdues on Total Advances are Rs.4340.71 crores, which is 7.42% and NPA is Rs. 2101.56 crores which is 3.59%.

The Overdue position on SSI/MSE is Rs.921.82 crores, which is 5.21% and NPA is Rs.1025.90 crores which is 5.79%. Total Priority Sector Advances:

The overall overdue position on Total Priority Sector is Rs.12382.83 crores which is 11.98% and NPA is Rs. 9432.86 crores which is 9.12%.

Educational Loans:

The overdue position on Educational Loans is Rs.176.74 crores, which is 3.97% and NPA is Rs.474.59 crores which 10.67%. Housing Loans:

The overdue position on Housing loans is Rs.653.21 crores, which is 3.93% and NPA is Rs.2098.19 crores which is 12.61%.

Many banks have not submitted the data relating to Overdues and NPAs. Where banks have submitted with full details those banks data is analysed and incorporated in the statements. This analysis done on data submitted by a few banks and is indicative only.

Regional Rural Banks

Deposits: As on 31.03.2010 the deposits in RRBs are Rs.11468 crores increased to Rs.11830 crores as on 31.12.2010 registered a growth of Rs.362 crores which is 3.16%.

Advances: As on 31.03.2010 the advances in RRBs are Rs.11090 crores increased to Rs.13210 crores as on 31.12.2010 registered a growth of Rs.2120 crores which is 19.12%.

CD Ratio: As on 31.03.2010 the CD ratio in RRBs is 96.71% increased to 111.66% as on 31.12.2010.

Financial Inclusion Plan: 1971 villages have been allotted to all RRBs for providing banking services in their respective area of operations under Financial Inclusion Plan.

Bank Sponsored FSCSs

Earlier SLBC has requested the Registrar of Cooperative Societies to formulate separate Bye Laws for the Bank sponsored FSCSs and their reply is awaited.

The Registrar of Cooperative Societies is once again requested to clarify on the Bye Laws for Banks’ sponsored FSCSs.

The matter was placed in the Sixteenth Steering Committee Meeting and the issue was deferred to next meeting.
