The Texas Department of Agriculture (TDA) administers the non-entitlement TxCDBG and LRGVDC provides staff support to the Regional Review Committee & Non-entitlement communities within the Region. The primary objective of the CDBG program is to develop viable communities by providing decent housing, expanding economic opportunities and providing a suitable environment for persons of low to moderate income.

  4. CDBG/HUD National Objectives Each CDBG project must meet at least one of the following HUD national objectives to be eligible for funding: Benefiting Low-to-Moderate Income Persons • Preventing or Eliminating Slum or Blight • Meeting Urgent Need •

  5. Maximum Grant Amount Establish by the Regional Review Committee Established Grant Amount for the Region - $275,000.

  6. 2019/2020 Scoring Criteria Project Priorities for the Region – Total Points 95 First Priority – Water, Sewer, Septic System & Yard-lines & Street & Drainage – 95 Points • Second Priority – Housing Rehabilitation, Fire Protection – 85 Points • Third Priorities – Community Centers, Parks & Neighborhood Centers – 30 Points • Fourth Priority – All other projects – 10 Points •

  7. Scoring Criteria Cont’d Cost Per Beneficiary (CBG) – Total Points 40 What is the cost per beneficiary for each applicant’s jurisdiction in comparison • to the average cost per beneficiary for all applicants?

  8. Scoring Criteria Cont’d Applicant’s Match Amount – Total Points 45 What is the applicant’s match amount? 20% or more of total grant 45 Points • 15% but less than 20% of total grant 10 Points • 10% but less that 15% of the total grant 5 Points • Less that 10% of the total grant 0 Points •
