Greenwood Way P19/V2660/FUL

  • Further information obtained from District Council:
  • The proposals would provide 80 Extra Care units and all of these would be affordable.

60 of the units would be for ‘affordable rent’ and 20 would be in shared ownership’. The Extra Care accommodation would be self-contained apartments with on-site care and support from a care team.

  • The proposal would provide 34 car parking spaces, the justification for this is set out in

the submitted Transport Statement.

  • The proposed scheme will be owned and managed by Housing 21 (H21). H21 is a major

provider of retirement housing. It is a Registered Provider (housing association) and

  • perates on a ‘not for profit basis’. Link to H21’s website.
  • All apartments will be self-contained, and residents will receive care packages in

accordance with their needs, which can range from very low, to high. There is usually a minimum age requirement of 55 for such schemes. Applicants to the scheme will normally require a local connection to Vale of White Horse.

  • Nominations to the scheme will be through an agreement between Vale of White Horse

District Council, Oxfordshire County Council, and H21

It is proposed that The Great Western Park Residents’ Association REJECTS JECTS the current planning application for the for 80 unit Extra Care facility, Greenwood Way, with the following comments:

  • The provision of a Health Centre in GWP needs to be guaranteed prior to granting planning for

the extra care facility, since the Didcot area is already oversubscribed and this is adversely affecting existing Residents. It is likely that Extra care Residents will place a significant additional burden on the local GP provision.

  • It has a large roof area and no provision of solar panels for water heating or electricity; this is in

complete contravention of climate emergency status.

  • The not of Profit and financially accessible to most operation of the facility is very pleasing to

the majority of Residents.

  • There is concern over the amount of parking for 80 residents and the associated visitors and

staff, only (34 regular and 4 disabled bays – suggested minimum of a bay per Resident).

  • From the plans the outdoor space available is less than the footprint of the building and since

it is 3 storey, this is likely to be inadequate. Perhaps a secured, covered area with charging provision for electric mobility vehicles for Home Residents and bicycles for staff would help alleviate this.

  • For safety there would need to be a pedestrian crossing between the Extra Care facility and the

Shops, given the current volume and speed of traffic on the GWP spine road.

  • The deadline for comments (11th December 2019) from the application date seems short, less

than a month. Given that no approach has been made by the applicant to the Community, it is insufficient time to gather feedback.
