WHO Interim Guidance: COVID-19 in prisons • Prison health is part of public health ➢ Prisons are not healthy places (overcrowding, poor hygiene), multimorbidity is common and higher rates of infectious diseases ➢ One third of prisoners leave prison every year and the interaction between prisons and society is huge ➢ We have to ensure that prisons are not “disease pumps”, carrying back with them new diseases and untreated conditions that may pose a threat to community health and add to the burden of disease in the community • Efforts to control COVID-19 in the community are likely to fail if strong infection prevention and control measures, testing, treatment and care are not carried out in prisons and other places of detention as well. | Specific Recommendations arising from “WHO interim guidance on Preparedness, Prevention and Control of COVID -19 in prisons and other places of detention” 23/04/2020 5

WHO Interim Guidance: COVID-19 in prisons General considerations and principles Adequate measures should be in place to ensure a gender-responsive • approach in addressing the COVID-19 emergency in these settings. Ensure human rights are respected, people are not cut off from the outside • world, and have access to information and adequate healthcare provision. Enhanced consideration should be given to resorting to non-custodial • measures at all stages; priority to pregnant and women with dependent children. Allow prisoners at highest risk to be separated from others (single • accommodation, if possible; cohorting as alternative). WHO Intermin Guidance. WHO Interim Guidance: COVID-19 in prisons • Health services in prisons must therefore respond to these unique and complex needs, and be of an equivalent standard to services in the general community • People in prisons are more vulnerable to infection with COVID-19.
