Responsibilities EAST BAY FLAG FOOTBALL REFEREE CODE OF ETHICS AND CONDUCT Great referees are crucial for EBFF to accomplish its mission of giving kids an exciting, safe and fun place to play flag football. EBFF referees teach sportsmanship and fair play. We ensure that the game is fair, fun and safe for our players, coaches and spectators. We help the players learn “life lessons” and build positive character traits that will help them be successful throughout their lives.

EBFF referees teach sportsmanship and fair play. We ensure that the game is fair, fun and safe for our players, coaches and spectators. We help the players learn “life lessons” and build positive character traits that will help them be successful throughout their lives. As a referee for East Bay Flag Football, I promise to: • Study and understand the rules of the league. • Officiate all games in a fair and unbiased fashion. • Put forth my best effort every day I step on the field. • Be prompt and prepared, to work my full shift and to help others when I am done with my duties. • Treat all players, coaches, officials and spectators with respect at all times. • Remove items from the field so players and coaches have a safe environment to practice and play. • Pay close attention to everything happening on my field, and do everything in my power, to make sure that player, coach and spectator behavior is appropriate and in line with what is needed to have a safe, fun game. • Follow instructions of the Head Referees and Field Coordinators when on duty. • Follow instructions of the coaching staff when assisting with practice.

Responsibilities Before the game ■ Clear the field – Move benches, football sleds and anything else 10+ yards from the field – Make sure trash, recyclables and other items are off the field by 10+ yards – Make sure players bags, water and other personal items are: ■ 10+ yards off the field or ■ In the area between fields

Responsibilities • Before the game (once fields are set up*) Assist coaches with practice for the first 30 minutes, before you • need to prepare for the game (follow coaches’ instructions): • Manage drills • Practice plays • Keep players organized and focused • Teach football skills and strategy *Field set up for 9am-11am shift may take 30 minutes. This may just leave a little time to help the coaches in the early am division.

  6. Responsibilities ■ Before the game - 15 minutes before game time: – Get your equipment and get ready for the game ■ Keep these items and bring each week – Referee jersey – Whistle ■ Return these items to the equipment area each week – Wrist coach – Yellow flag – Pen & scorebook – Coin – Timer (or you can use your own digital watch if it has a stopwatch or timer feature)

Responsibilities ■ Before the game - 10 minutes before game time: – Find the teams that will be on your field and introduce yourself to the coaches. – Make sure coaches know which field to go to and that the teams are wearing different colored jerseys (Home Team wears colored - Away team wears light jerseys) ■ This requirement may be waived at referees discretion as long as teams are not wearing the similar color jerseys – Remind coaches to have their players jerseys tucked in with white plastic part of the flags pointing out. Only two flags can be hanging down.

Responsibilities ■ Before the game - 5 minutes before game time: – Ask coaches to have their teams move to the game field and line up so you can check the players jerseys, flags & shoes. – MAKE SURE TEAMS ARE ON OPPOSITE SIDELINES – Line up each team on the game field, inspect one team at a time: ■ Jerseys tucked in with white plastic part of the flags pointing out. ■ Only two flags can be hanging down. ■ Have players remove watches and jewelry. ■ No metal spikes.

  9. Responsibilities Game time (middle of the field) ■ Bring team captains to middle of field for introductions, handshake and coin toss (or rock, scissors, paper) – Winner of coin toss can elect offense or defense – Loser of coin toss chooses direction

  10. Responsibilities ■ After the game: – Have teams line up and shake hands – Record Game Score on the Board (& initial the board) – If you are done refereeing for the day ■ Turn in yellow flag, score books, pen and referee wrist coach – 13-15 Division ■ Collect flags, cones and clear equipment off the field. ■ DO NOT LEAVE UNTIL ALL EQUIPMENT IS PICKED UP AND THE FIELD COMMISSIONER EXCUSES YOU ■ You will get paid until 5:30pm so start cleaning early so you can get off the field early

Field Coordinators ■ Field Coordinators are experienced young adult referees ■ Responsibilities include: ■ Supervising less experienced young adult referees ■ Helping resolve on-field disputes ■ Overseeing field set up and take down ■ Report questionable behavior ■ Record referee check in & check out times ■ Record final scores

Head Referees ■ Head Referees are the adult referees in charge of each game ■ Responsibilities include: – Final Decision Making Authority. – Referee in charge of running game and enforcing penalties and disciplinary action – Communicates with one coach and one team captain from each team. – Coordinates resolution of on-field disputes and challenges

Field Commissioner ■ The Field Commissioner is the adult in charge of all non-officiating related activities that occur on game day ■ Responsibilities include: – Helping to ensure game day runs smoothly – Fielding parent and player suggestions and complaints • Report inappropriate behavior by players, coaches, referees or fans to Board of Directors • Enforcing ejections • Responsibilities do not include Administrative issues (ie team assignments or changes, coach requests, registration, • etc…) • Officiating (Head Referee makes all final decisions on each field)

Resolving Problems on Game Day • The Head Coach can Challenge t the C Call • Head Coach (or acting HC) tells a referees “I challenge the call” • Each team gets 1 challenge / game • Anything can be challenged (penalty, judgement call, interpretation of a rule) • This gives referees a chance to talk over the play and revise their call if appropriate • Head Referee’s Ruling Is Final • Report non-officiating related incidents to the Field Commissioner (such as) Unsportsmanlike conduct or unnecessary roughness • Ejection from game •
