TOWN OF PROSPER RESTATED POTABLE WATER CONTRACT

  • July 24, 2014, NTMWD and Prosper entered into a Potable Water

Supply using the new customer contract provisions.

  • Prosper exceeded its Annual Maximum in water year 2018, which

requires Prosper to negotiate and enter into an amended and restated contract to increase the Annual Maximum.

  • NTMWD and Prosper amending and restating the Original Contract to

update the new Annual Maximum set by Prosper’s 5 year population projections.

  • Contract Term 20 years.
  • Annual Maximum of not to exceed 2,650,000,000 gallons during any

water years.

  • Water Year 2019 Annual Minimum 1,712,581,000 gallons.
  • This contract will come to Board in November for approval.

A. 2018 Water Quality Study Findings and Recommendations

slide-48
SLIDE 48

Purpose & Introductions

Evaluations and Studies Developed three scopes of work:

  • CDM Smith

― Water quality data review (2015-2018) ― Possible additional water quality sampling ― Bench scale testing for DBP formation ― Evaluate chlorine dosing ― Comprehensive look at transmission system quality program

  • Carollo

― BAF implementation schedule and outcomes ― Technical feasibility and costs of GAC ― Current and planned ammonia dosing locations

  • FNI

― Best practices toolbox for cities

NTMWD TRANSMISSION SYSTEM MEETING NTMWD TRANSMISSION SYSTEM MEETING

slide-49
SLIDE 49

Purpose & Introductions

CDM Smith and FNI conducted a review of operational and water quality data from 2018 free chlorine maintenance period

  • Compared 2018 data to previous three years (2015-2018)
  • Water Quality Parameters:

― Temperature ― Total Organic Carbon ― UV 254 ― Turbidity ― pH ― Alkalinity ― Iron ― Manganese ― Total trihalomethanes ― Chlorine residual

2018 MAINTENANCE PERIOD DATA REVIEW

  • Operating Data:

― Flow (raw and treated) ― Raw water source utilization and lake levels ― Wylie WTP operating scheme and chemical doses

slide-50
SLIDE 50

Purpose & Introductions

KEY TAKEAWAYS The following parameters were NOT noticeably different at the Wylie WTP in 2018 than the previous three years:

  • Raw and finished water

flows

  • Raw and finished water

quality

  • Overall Wylie WTP

treatment scheme

Some chemical doses at the plant varied, but these did not impact finished water quality

2018 MAINTENANCE PERIOD DATA REVIEW Theory regarding 2018 free chlorine maintenance period complaints

  • Breakpoint chlorination resulting

in the formation of dichloramine and trichloramine species

  • Di- and trichloramine can

create taste and odor issues at low levels

  • The interface of the free

chlorine and chloraminated waters is where the highest potential for speciation and resultant taste/odor issues

  • ccur
slide-55
SLIDE 55

Purpose & Introductions

Daily water consumption and rainfall

  • Rainfall event at beginning of

maintenance period temporarily reduced water demands 2018 MAINTENANCE PERIOD DATA REVIEW

slide-56
SLIDE 56

Purpose & Introductions

Summary of data review:

  • Some chemical doses at the plant varied, but

finished water quality in 2018 was comparable to previous years

  • Chlorine residuals leaving Wylie WTP were

very similar to previous years, but slightly higher residuals were noted in some delivery reservoirs

  • Rainfall event at beginning of maintenance

period temporarily reduced demand

  • Difference between free and total residual

chlorine indicates probable speciation, which can impact taste and odor

  • Findings consistent with TCEQ report

WATER QUALITY BEST PRACTICES Worked with FNI to develop “Best Practices” reference materials for distribution system operations (Water Quality Focused) Technical memorandum

  • Memo provides a high-level overview of transmission and

distribution system best practices for managing water quality

  • Intended to be a resource for implementing and coordinating water

quality related activities

  • Initial draft can be expanded or updated to address key subject

matter areas, as needed One-page summaries

  • Reference documents which can be used to educate distribution

system staff and public about key water quality ‘Best Practices’

slide-58

WATER QUALITY BEST PRACTICES Summary of recommended best practices:

  • Enhanced sampling
  • Spatial and temporal data trending
  • Chlorine maintenance operations
  • Hydraulic modeling
  • Tank mixing
  • Supplemental disinfection
  • Infrastructure planning
  • Asset management
  • Nitrification management
  • Pipeline material considerations
