  • Electronic warehouse arrival certification message (WACM) is an inland

Cargo arrival notification

  • Transmitted by warehouse operators who are registered participants in the

CBSA’s Release Notification System (RNS), using an Electronic Data Interchange (EDI) method, when commercial goods physically arrive at the inland sufferance warehouse to which they are destined

  • On May 6, 2015 the requirement for WACM became mandatory under an

amendment to the Customs Sufferance Warehouses Regulations

  • This requirement replaces the current manual arrival and transfer of liability

process at inland destinations that requires warehouse operators to endorse the cargo control document, bill of lading, waybill or other similar document provided by the carrier.

  • This mandatory requirement applies to operators of all types of CBSA-

licensed sufferance warehouses. Following a 45 business day implementation period, non-compliant warehouse operators may be subject to penalties starting on July 10, 2015.

WACM Scenarios

  • Is WACM required for Flying Trucks?

– Yes. Flying Trucks are currently exempt from transmitting eManifest cargo, therefore the Warehouse Operator might get a “ERC 01 – no CCN on file”

  • Is WACM required for non-commercial goods

(casual goods) arriving at sufferance warehouse?

– Yes if the non-commercial goods enter Canada on a commercial conveyance (i.e. Settler/Personal effects, retail merchandise sold to an individual and shipped to Canada)

Note: These goods will only be exempt from Advance Trade Data (ATD)

  • Who transmits WACM, the primary or the

secondary warehouse?

– WACM is sent by the warehouse operator SLOC who is indicated on the cargo as the final destination. The Warehouse Operator can use the services of a third party service provider.

  • Is WACM required for split-shipments?

– No. WACM will only be required on the CCN after the arrival of the last split.
