About the association

❖ Established in 2009 to provide support in protection of rights

and interests of members and to participate in development

  • f normative and legal documents in the country related to

agricultural sector

❖ Has developed a country wide network of private and public

veterinarians, as of 2009 it includes 901 members, possesses 230 clinics, 225 pharmacies, 167 points for fodder trade, 182 centers of artificial insemination throughout the country

Support to members

❖ AVT is conducting intensive training to ensure sufficient

and updated knowledge and skills of its members, necessary to provide services

❖ AVT has also participated in the initial investments

necessary for the veterinarians to launch their business

❖ AVT is representing interest of veterinerians during

governmental discussions on the necessary reforms, benefits and legislative amendments

Challenges

❖ Paid services are provided on the basis of a patent and are subjected to regular tax payment

as per the legislation on private enterpreneurs;

❖ Licencing of the private veterinary services including those related to treatment, prevention,

  • bstetrics etc;

❖ Lack of stimulations for improved performance and lack of knowledge on responsibilities by

private veterinarians;

❖ Insufficient knowledge and skills related to private entrepreneurship activity, specifically legal

skills;

❖ Lack of constant specialized retraining programmes aimed at enhancing professional

capacities of the veterinaries;

❖ Access to equipment and advanced treatment and preventive measures to improve quality

  • f the service;

❖ Lack of transport for timely implementation of necessary treatment activities.

Next steps

❖ Support to the development of the central and regional Association bureaus,

capacity building, equipment etc;

❖ Training, support and asssistance to specialists veterinarians to facilitate smooth

shift to private modality of service provision;

❖ Increasing capacities and stimulations; ❖ Compilation of the list of veterinaries who registered for capacity development and

selection of veterinaries who will undergo the courses;

❖ Legal awareness and discussions on the law on paid services; ❖ Tax awareness on tax regimes for private entrepreneurs; ❖ Supporting AVT members for joint investment, input procurement and other joint

activities.
