AB 134 Incentive Funding For Early Actions in EJ Communities • $101 Million in projects funds allocated • 89% in disadvantaged communities • $29 million in AB 617 Year 1 communities: • 150 On-Road Heavy-Duty Trucks • 26 Off-Road Engines Early emission • 3 Infrastructure Projects reductions in these • 37 Marine Engines communities.

  5. Community Steering Committee (CSC) Purpose: - Identify and prioritize air pollution issues - Guide strategies for community plans Members represent: • Active residents • Community organizations • Local businesses, labor unions • Local agencies • Schools, hospitals • Elected officials/staff

  6. Community Steering Committee Timeline Identify community air Oct 2018- quality concerns Jan 2019 Prioritize concerns to Jan 2019- address through AB 617 Mar 2019 Mar 2019- Develop measures to Sep 2019 address priority concerns

Community Steering Committees Progress to Date ~140 13 23 ~200 Community Community Additional Air Quality Steering Meetings* meetings Concerns Committee held scheduled in Identified Members and 2019 60 to 150 Alternates attendees each *Monthly meetings. 4-5 meetings held in each community so far.

Feedback from CSC Meetings RE: having a cohost: I am really pleased to see the cohost leading this meeting, and that he is a community member from this community, so huge congrats to SCAQMD for asking him to lead. RE: meeting materials: We can tell you are making efforts to make the slides very easy to understand. RE: Spanish language materials: I’m very thankful that you are providing all the materials in Spanish, and I can understand everything that goes on RE: committee membership: because it is all translated. Recognizing importance of having diverse stakeholders in these conversations.

Community Steering Committees - Addressing Issues Raised Issue Our approach • Provided membership process Membership criteria document • Focused on local entities CSC purpose and authority • Finalized Committee Charter • Emphasized that CSC will play key role in how plans are shaped, but SCAQMD and CARB Boards retain authority • Emphasized importance Potential conflicts of of transparency • Asked for interest member biographies to post online • Community boundaries Made adjustments and reached agreement with CSC • Formed Technical data not a Technical Advisory Group, with representatives accessible to many CSC from each CSC members • Live-streamed meetings on Engage young people Facebook Live and advertised on social media

Challenges ahead for AB 617 Upcoming Work: • Identify Year 2 communities • Implement Year 1 Community Plans while developing plans for Year 2 communities Funding: • Estimated $30.7 million per year needed for program sustainability • Additional funding needed for incentive programs • Diminishing funds for more communities statewide
