  3. I. OVERALL ON LAOS MINERAL RESOURCES; At the current knowledge there are 500 mineral occurrences which are distributed through out different parts of Lao P. D. R includes the gold (Sediment host and others), copper (Chalcocite & others), lead-zinc (skarn & others), silver (associated with gold and base metal mineralisation), gemstone (sapphire & routine), tin-wolfram (sulphide & residual), aluminium (Bauxite), iron (hematite-magnetite etc..), molybdenum (Mo in intrusive porphyries), manganese, coal, potassium & sodium chlorite salt, limestone for cement factories, dolomite, gypsum (evaporated), barite (quart – barite & barite veins etc..), facial decoration stone (gneiss, slate, pagodite, Chalcedony..) etc.. These above mentioned occurrences are being in the process of exploration for further resource evaluation and the following up work. Some are now being in the mining operation for the domestic market and the export. These mining products are the gold, copper, silver, tin, zinc, sapphire, gypsum, barite, limestone & clay for cement factories, coal, cooking salt, facial decoration & construction rock materials etc… Government of Laos keeps rising for the fund in and out of the country as a kind of JV, co-operated fund, or the Aid from the other countries for the regional geo – mineralisation mapping work at various scale such as: the whole country 1: 1,000,000, and 1:500,000 geological maps; the 129,925 square Km (54.86% of the whole country’s territory) of 1: 200,000 Geo-mineralisation map. The 1:200,000 geo-mineralisation mapping work is now continuing corporate with DGMV in the North Vientiane-South Louangphabang area and corporate with CGS in Xayabouly-Luangphabang area in total area 32,179 Km2. The rest area DGM to seek for the Aid fund from the corporate country for support for accomplishing of the remained 74,696 square Km equal to 31.54% of the whole country’s territory, this is planned to accomplish after 2015. 3

DGM’S ORGANISATIONAL STRUCTURE: The DGM includes 65 (45 males and 20 females) specialist and administration – Management officers. 52 (19 female officers) of them are allocated in 6 different Division and two geological Survey Units and based Vientiane Capital and 13 officers are working in the Geological Survey Unit in the southern of Laos. III. DGM’S ACTIVITIES TOWARD 2012: The DGM Activities and the Outcome are : Managing Private Investment Companies in Prospection,Exploration & Pre-feasibility Study Period, Projects conducted under the Governmental Budget, there are some free aids, the cooperation from the corporate countries and International Agencies such as: the Aid Fund from Vietnam, Japan, China and Finland. From 2011 DGM and DMR established a cooperation Project supported by TICA. III. 1. Overall outcome: The DGM is being able to handle the informational awareness work, providing the analysis service, improving the capacity of officers toward Professional Expertise in the Geological Exploration and Mining under a kind of the state investment Budget conducted the geo- exploration study works, running the export of mineral production which made the increased return to the government. 4

DEVELOPMENT TARGET TOWARD 2015(2013-2015): Committing to accomplish the outstanding 1: 200,000 scale geo-mineralisation mapping on the remained area of 74,696 km2 equal to 31.54% of the country by our own or Govt. Budget or under the free aid or soft loan from international agencies to initiate and develop the data base for the development of mining industry etc.. (geo- tourism as an alternative) IV. 1. State Investment: The Government will continue to conduct the Project for the detail investigation of the mineralised areas toward future investment especially the required commodities by the domestic and international markets. IV. 1.1. The 1:50,000 scale mapping is projected to conduct within some prospective areas to identify the potentiality of the entire minerals. IV. 1.2. Under the govt. Budget, domestic investment, free Aid or soft Loans from international agencies the DGM is committing to do the General Survey, Mineral Exploration, Geological Mineral Resource Identification that would deliver the data & information to further Plan for the development of the industrial Mining purpose. Etc.. IV. 1. 3. Improving the DGM Services such as the Laboratory, the auditing analysis of the “ Doree ” from the in country’s gold – silver mines, and the other metals. Projected to improve the geological data base and library, Satellite and Air Photos Interpretation section, mineral show rooms(Mineral Museum), looking for the collection of good representative mineral - lithological - paleontological samples for further study. . 7

  8. Purchasing new field work equipments work effectiveness, new analysis instruments & tools for the effective assay of different mineral components, petrological & lithological study. Projected to attend to the Training and having the professional work experiences in Laos and in Abroad. IV.2. The free Aid & co-operation with foreign countries: IV. 2.1. The DGM is expected for free Aid from Vietnam to conduct the following works: A). Continuing conducted the 1: 200,000, sheet E – 48 – I geo-mineralisation mapping at Luangprabang area and sheet E – 48 – VII laid in between Luangprabang and Vientiane provinces. B). The upgrading of the conducted 1: 200,000 geo- mineralisation mapping from the Latitude 16 downward in some areas with the total of 30, 002 Km2 laid on the 4 southern provinces of Laos included Champasack, Saravane, Sekong, and Attapu provinces where there are the General Survey, Exploration for Bauxite, and the field investigation for other mineral potential. IV.2.2. The DGM is expected for free Aid from China to conduct the following works: • The DGM is continuing conducted the geo-mineralisation mapping at 1:200,000 with China(CGS) on sheet of F – 47 – V, F – 47 – VI an F – 47 – XII laid in between Xayabouli to Luangprabang provinces. • DGM is expected for free Aid from China for the 1:50, 000 geo- mineral mapping in some areas laid in the northern part of Laos that would also include the technical – technological co-operation between the relevant section of both parties. 8

  9. IV.2.3 . The DGM is continuing to corporate with DMR to conduct the corporation project support by TICA. IV.2.4 . The DGM is continuing to seek for the free Aid from the corporate countries and looking forward to further continuing of the assistance from the current co- operated projects such as the “Lao – Finland Mineral Sector Industrial Project”. IV.2.5 . Continue the free aid “Geo - technical capacity Building” Project provided by WB. IV.2.6 . Continue the work Managing the Domestic and Foreign Private Companies in Prospection, Exploration & Pre-feasibility Study Period under the Existing signed Agreement with Government . IV.2.7. The suggestion for the co-operation with S.Korea, and other countries IV.2.8. Managing and Planning for the development of the mineral preserved areas in aligning to the Party’s Policy and being along with each period of the Govt. Social-Economic Development Planning IV.2.9. Draft some eligible regulations relevant to the Geological activities such as: Decrees on the mineral preserved areas, the mineral Reserve Code and the entity to be applied to the mineral Reserve, the classification of the mineral Resources, the format toward the Exploration Data Report, the standardized grid for different stages of mineral investigation & Exploration works, the corporate policy to apply to the co-operated project between the in country and foreigner companies. The instruction or subtitling toward the eligible status identified in the Mineral Law. 9
